激揚青春耀煤海

   李恒盈(ying),男,1979年出生(sheng),中共(gong)黨(dang)員,現任(ren)新上(shang)(shang)海(hai)一(yi)號煤(mei)礦(kuang)(kuang)籌(chou)建(jian)處綜采一(yi)工區(qu)(qu)區(qu)(qu)長(chang)兼(jian)書記。自1999年7月(yue)參加工作(zuo)以(yi)來(lai),該同(tong)志堅持立足(zu)本職,扎實工作(zuo),從一(yi)名普通職工逐(zhu)步成長(chang)為(wei)一(yi)名優(you)(you)秀的(de)青年管理干部。先(xian)后(hou)榮(rong)(rong)獲上(shang)(shang)海(hai)廟礦(kuang)(kuang)業公司“先(xian)進工作(zuo)者”、 “優(you)(you)秀共(gong)產(chan)黨(dang)員”等(deng)榮(rong)(rong)譽稱號,同(tong)時在他的(de)帶領下綜采一(yi)工區(qu)(qu)先(xian)后(hou)榮(rong)(rong)獲臨(lin)礦(kuang)(kuang)集(ji)團“先(xian)進黨(dang)支部”、上(shang)(shang)海(hai)廟經濟(ji)開(kai)發區(qu)(qu)“優(you)(you)秀企業黨(dang)支部”及(ji)鄂托(tuo)克前旗“優(you)(you)秀青年生(sheng)產(chan)示(shi)范崗”等(deng)榮(rong)(rong)譽稱號。

   扎扎實實干好本職工作,是我最大的追求

   這是(shi)(shi)李恒(heng)盈在(zai)工作(zuo)(zuo)中常說(shuo)的(de)(de)一句話,他更(geng)是(shi)(shi)這么(me)做的(de)(de)。在(zai)擔任(ren)班(ban)組長期間,他每天總是(shi)(shi)第一個(ge)到達工作(zuo)(zuo)面,交接工作(zuo)(zuo),排查隱患(huan),檢查工程(cheng)質量。就是(shi)(shi)憑著(zhu)一股不怕累不怕苦的(de)(de)精(jing)神,贏得(de)了(le)工友們的(de)(de)信任(ren),出類(lei)拔萃的(de)(de)工作(zuo)(zuo)業績(ji),博得(de)了(le)領導的(de)(de)賞識(shi)。2012年7月(yue),由于工作(zuo)(zuo)需要調(diao)入(ru)我礦,2013年3月(yue)擔任(ren)綜采(cai)一工區區長。

  為(wei)積(ji)極響應礦業公司開展(zhan)的“創建200萬噸采煤(mei)隊(dui)競賽活動”,李恒盈召集工(gong)區班子認(ren)真研究,總結出制約工(gong)作面推采的重(zhong)要因素,并(bing)制定出針對性方(fang)法和獎懲考核制度,有效(xiao)地(di)保證了工(gong)作面的順(shun)利(li)快速推采,實(shi)現(xian)了單工(gong)作面月產20萬噸的新(xin)紀錄,連(lian)續5個月實(shi)現(xian)單面原(yuan)煤(mei)5000噸/天,人工(gong)工(gong)效(xiao)達到(dao)38.31噸/人。至今(jin),2013年度單產單面完成原(yuan)煤(mei)產量205萬噸,為(wei)順(shun)利(li)完成全年生產任(ren)務打下了堅定基礎(chu)。

  其中(zhong),軟(ruan)巖(yan)地質條(tiao)件下的(de)工(gong)作(zuo)(zuo)面(mian)對(dui)接、工(gong)作(zuo)(zuo)面(mian)過聯絡巷(xiang)、工(gong)作(zuo)(zuo)面(mian)試采及(ji)工(gong)作(zuo)(zuo)面(mian)回撤造條(tiao)件,都是推(tui)采過程中(zhong)遇(yu)到的(de)新施工(gong)難題。面(mian)對(dui)沒(mei)有(you)可(ke)借鑒(jian)參考(kao)的(de)情(qing)況,李恒盈(ying)同志深(shen)入現場,與職工(gong)共同研(yan)究探討,結合軟(ruan)巖(yan)地質下的(de)圍巖(yan)應力規(gui)律,摸索出“起(qi)底三步走”的(de)兩端頭設(she)備快速推(tui)移方法,保證了工(gong)作(zuo)(zuo)面(mian)的(de)正(zheng)常生(sheng)產。

   自礦上推(tui)行內(nei)部(bu)市場化以(yi)來(lai),李恒(heng)盈積極在工(gong)區內(nei)部(bu)實施(shi),不斷完善各(ge)項(xiang)管(guan)理制度(du),職(zhi)工(gong)積極性得到充分調動,成本(ben)得到有(you)(you)效(xiao)的(de)控制,走出一(yi)條直接有(you)(you)效(xiao)成本(ben)管(guan)理道路。從材(cai)(cai)(cai)(cai)料方面來(lai)說(shuo),制定小型(xing)(xing)(xing)材(cai)(cai)(cai)(cai)料領取、廢(fei)舊材(cai)(cai)(cai)(cai)料回(hui)收獎勵的(de)材(cai)(cai)(cai)(cai)料管(guan)理制度(du),從原(yuan)來(lai)每月材(cai)(cai)(cai)(cai)料消耗超(chao)出噸煤定額25元的(de)罰款轉變成現在節(jie)約5元的(de)獎勵;從考核制度(du)來(lai)說(shuo),每月工(gong)區堅持“以(yi)點帶(dai)面、典型(xing)(xing)(xing)引(yin)導、整體推(tui)進”的(de)原(yuan)則,著重抓(zhua)好自身先進典型(xing)(xing)(xing)的(de)“評(ping)、選、樹”,用典型(xing)(xing)(xing)的(de)先進經驗帶(dai)動其他班(ban)組全(quan)面提升,促(cu)進各(ge)班(ban)組健(jian)康有(you)(you)序進行。

   保證職工平平安安上班,是我最大的責任

   自參加(jia)工(gong)(gong)(gong)作(zuo)以(yi)來,李恒(heng)盈(ying)一(yi)直與基層職工(gong)(gong)(gong)打交道,多年的(de)工(gong)(gong)(gong)作(zuo)實踐(jian)使他(ta)(ta)深深體會(hui)到:抓(zhua)好安(an)全(quan)工(gong)(gong)(gong)作(zuo)不(bu)僅是一(yi)種(zhong)責(ze)任(ren),更是一(yi)種(zhong)感情(qing),是對(dui)職工(gong)(gong)(gong)兄(xiong)弟們最大的(de)情(qing)、最好的(de)愛(ai)。因此,在區隊管理(li)工(gong)(gong)(gong)作(zuo)中,他(ta)(ta)始(shi)終堅持把安(an)全(quan)工(gong)(gong)(gong)作(zuo)放(fang)在首位。每次下井(jing),他(ta)(ta)總(zong)是第(di)一(yi)個到采煤工(gong)(gong)(gong)作(zuo)面,仔細察看工(gong)(gong)(gong)作(zuo)面的(de)安(an)全(quan)狀況,排除(chu)各種(zhong)不(bu)安(an)全(quan)隱患后(hou),才讓(rang)職工(gong)(gong)(gong)開工(gong)(gong)(gong)干活;在施(shi)工(gong)(gong)(gong)過程中,他(ta)(ta)認真執行質量(liang)精(jing)細化標準(zhun),加(jia)強現場(chang)質量(liang)管理(li);堅持每天組織各生產班(ban)組進行工(gong)(gong)(gong)程質量(liang)自檢(jian)、互檢(jian),認真總(zong)結工(gong)(gong)(gong)作(zuo)中存在的(de)安(an)全(quan)隱患和管理(li)漏洞,第(di)二天在班(ban)前會(hui)上(shang)公開考核,對(dui)造成(cheng)質量(liang)問題的(de)責(ze)任(ren)人(ren),按責(ze)任(ren)大小給予相應的(de)處理(li),杜絕采面質量(liang)驗收走過場(chang)、檢(jian)查留(liu)死角、考核看關系的(de)現象。

   李(li)恒(heng)盈(ying)經常這樣(yang)教育(yu)職(zhi)工(gong)(gong):“如果安全(quan)(quan)是千(qian)里之堤,那(nei)隱患就是蟻(yi)穴;蟻(yi)穴可以(yi)潰(kui)千(qian)里之堤,安全(quan)(quan)必(bi)須防微杜漸。”為(wei)了強化職(zhi)工(gong)(gong)安全(quan)(quan)無小(xiao)事思想,他創造性的(de)(de)提出了“不(bu)安全(quan)(quan)行(xing)為(wei)糾偏(pian)”的(de)(de)安全(quan)(quan)管理(li)模式(shi),該制度要求班(ban)長(chang)及以(yi)上管理(li)人員每人每月必(bi)須完成10個以(yi)上的(de)(de)職(zhi)工(gong)(gong)不(bu)安全(quan)(quan)行(xing)為(wei)糾偏(pian)指標,通(tong)過(guo)半年的(de)(de)試驗(yan),效果非常明(ming)顯,全(quan)(quan)區隊違章率大大降(jiang)低,尤其(qi)行(xing)為(wei)違章得到(dao)了有(you)效控制,從而切實提高了職(zhi)工(gong)(gong)的(de)(de)安全(quan)(quan)思想意識。

   時時刻刻心系廣大職工,是我最大的財富

   團(tuan)隊的(de)(de)(de)力(li)量是(shi)無窮的(de)(de)(de),搞好(hao)(hao)區(qu)隊安全生產,必(bi)須在帶好(hao)(hao)隊伍(wu)、凝聚人(ren)(ren)(ren)心上(shang)狠下功夫。在日常(chang)工(gong)(gong)(gong)(gong)(gong)(gong)作中,李恒盈充(chong)分(fen)發(fa)揮情感優勢,把每(mei)一名職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)都當成自己的(de)(de)(de)親(qin)兄弟,在工(gong)(gong)(gong)(gong)(gong)(gong)作上(shang)給(gei)予大(da)力(li)幫(bang)(bang)(bang)(bang)(bang)助(zhu),對(dui)生活(huo)有困難(nan)的(de)(de)(de)職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)給(gei)予大(da)力(li)支持。為很好(hao)(hao)地掌握區(qu)隊每(mei)名職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)工(gong)(gong)(gong)(gong)(gong)(gong)作生活(huo)情況(kuang),他(ta)發(fa)動工(gong)(gong)(gong)(gong)(gong)(gong)區(qu)管理(li)人(ren)(ren)(ren)員在全區(qu)率先建立(li)了職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)一對(dui)一幫(bang)(bang)(bang)(bang)(bang)扶機制,對(dui)區(qu)隊每(mei)名職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)做到了“四(si)清(qing)楚(chu)(chu)、五必(bi)幫(bang)(bang)(bang)(bang)(bang)、六(liu)必(bi)談(tan)(tan)”,即:對(dui)職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)家(jia)庭情況(kuang)清(qing)楚(chu)(chu)、工(gong)(gong)(gong)(gong)(gong)(gong)作優缺點清(qing)楚(chu)(chu)、個人(ren)(ren)(ren)愛(ai)好(hao)(hao)特長清(qing)楚(chu)(chu)、工(gong)(gong)(gong)(gong)(gong)(gong)作技能(neng)清(qing)楚(chu)(chu);工(gong)(gong)(gong)(gong)(gong)(gong)傷(shang)病號必(bi)幫(bang)(bang)(bang)(bang)(bang)、生活(huo)困難(nan)必(bi)幫(bang)(bang)(bang)(bang)(bang)、婚喪嫁娶必(bi)幫(bang)(bang)(bang)(bang)(bang)、家(jia)庭發(fa)生意外必(bi)幫(bang)(bang)(bang)(bang)(bang)、新工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)(ren)(ren)入(ru)區(qu)必(bi)幫(bang)(bang)(bang)(bang)(bang);職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)三(san)違必(bi)談(tan)(tan)、出勤(qin)不正常(chang)必(bi)談(tan)(tan)、情緒反常(chang)必(bi)談(tan)(tan)、完不成任務必(bi)談(tan)(tan)、人(ren)(ren)(ren)際關系(xi)緊張(zhang)必(bi)談(tan)(tan)、受到各類處分(fen)必(bi)談(tan)(tan)。李恒盈先后(hou)走(zou)訪職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)、談(tan)(tan)心100多次,幫(bang)(bang)(bang)(bang)(bang)助(zhu)16名后(hou)進的(de)(de)(de)職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)甩掉了落(luo)后(hou)的(de)(de)(de)帽子,使4名違章(zhang)大(da)王變(bian)成了安全能(neng)手(shou),被大(da)家(jia)親(qin)切的(de)(de)(de)稱為“知心區(qu)長”。

   “道雖通不(bu)行不(bu)至,事雖小不(bu)為不(bu)成(cheng)”,李恒盈同志正是(shi)憑著這種扎(zha)實(shi)務實(shi)的(de)(de)(de)工作(zuo)作(zuo)風,充分體現了一名共產黨(dang)員的(de)(de)(de)先(xian)鋒模范作(zuo)用(yong)和煤礦工人特別能戰斗的(de)(de)(de)精神,在平凡的(de)(de)(de)崗(gang)位上用(yong)實(shi)際行動(dong)詮釋(shi)著新時期(qi)的(de)(de)(de)共產黨(dang)員的(de)(de)(de)高尚情懷。
