望(wang)田煤(mei)業(ye)(ye)是龍礦(kuang)集團(tuan)在山西投資建(jian)設(she)的第(di)三(san)對(dui)礦(kuang)井(jing),核定(ding)生產(chan)能力120萬噸/年(nian),2011年(nian)7月(yue)(yue)開始技改,2014年(nian)建(jian)成(cheng)投產(chan),2016年(nian)跨入(ru)特級高(gao)產(chan)高(gao)效礦(kuang)井(jing)序列,2018年(nian)6月(yue)(yue)順(shun)利通過(guo)國家一級安全生產(chan)標(biao)(biao)準化礦(kuang)井(jing)驗收。2019年(nian)5月(yue)(yue)建(jian)成(cheng)山西省(sheng)的第(di)二個薄(bo)煤(mei)層智能化工作(zuo)面(mian)。近年(nian)來(lai),望(wang)田煤(mei)業(ye)(ye)以(yi)建(jian)設(she)“安全高(gao)效礦(kuang)井(jing)”目(mu)標(biao)(biao)為引領,以(yi)精(jing)細(xi)化管(guan)(guan)(guan)理作(zuo)為提升礦(kuang)井(jing)高(gao)質(zhi)量發(fa)展(zhan)的第(di)一選擇,創新開展(zhan)精(jing)細(xi)管(guan)(guan)(guan)理模式,將精(jing)細(xi)化管(guan)(guan)(guan)理理念貫穿整(zheng)個安全生產(chan)經營管(guan)(guan)(guan)理的全過(guo)程(cheng),做到(dao)“事事有人管(guan)(guan)(guan)、人人有事管(guan)(guan)(guan)、管(guan)(guan)(guan)理有標(biao)(biao)準、操作(zuo)有規范”的管(guan)(guan)(guan)理格局(ju),形成(cheng)具(ju)有望(wang)田特色的精(jing)細(xi)化管(guan)(guan)(guan)理模式。
一(yi)、將精細化融入安全管理,在打造價值(zhi)認(ren)同和標(biao)準規范(fan)中引領(ling)安全發展(zhan)
安(an)全是煤(mei)礦的“天字號”大事(shi)。我們在加(jia)強京广航影(ying)视建設(she)的大環境下,積極培育和(he)發(fa)展以人(ren)為(wei)本,安(an)全為(wei)首(shou)的安(an)全文(wen)化(hua)(hua),以文(wen)化(hua)(hua)為(wei)引領(ling),牢樹“一個(ge)理念(nian)”,構建“三個(ge)體系”,解決“三個(ge)問題”,用文(wen)化(hua)(hua)鑄造安(an)全盾牌,形成(cheng)精細化(hua)(hua)管理共識,實(shi)現了員工家庭幸福與企業經濟效益的同步發(fa)展。

3.解(jie)決(jue)(jue)“三(san)個問(wen)(wen)(wen)題(ti)”:一是解(jie)決(jue)(jue)了(le)(le)(le)難(nan)落(luo)實(shi)的(de)(de)問(wen)(wen)(wen)題(ti),建立起了(le)(le)(le)“全(quan)(quan)礦-專業(ye)-單位-班組(zu)-個人”的(de)(de)五級(ji)精細化管(guan)(guan)理責(ze)任落(luo)實(shi)體系(xi),按照一級(ji)帶著一級(ji)干(gan),一級(ji)做給一級(ji)看,一級(ji)抓一級(ji),一級(ji)為一級(ji)負(fu)責(ze)的(de)(de)工(gong)作機制,將責(ze)任落(luo)實(shi)到(dao)(dao)每(mei)一名員工(gong),解(jie)決(jue)(jue)了(le)(le)(le)安(an)全(quan)(quan)精細管(guan)(guan)理難(nan)落(luo)實(shi)的(de)(de)問(wen)(wen)(wen)題(ti)。二是解(jie)決(jue)(jue)了(le)(le)(le)統(tong)一協調難(nan)的(de)(de)問(wen)(wen)(wen)題(ti)。各方(fang)力量(liang)得到(dao)(dao)協同,內耗大(da)(da)(da)大(da)(da)(da)減少(shao),管(guan)(guan)理質量(liang)和效(xiao)率得到(dao)(dao)大(da)(da)(da)幅度提(ti)高(gao),解(jie)決(jue)(jue)了(le)(le)(le)安(an)全(quan)(quan)管(guan)(guan)理協同脫節的(de)(de)問(wen)(wen)(wen)題(ti)。三(san)是解(jie)決(jue)(jue)了(le)(le)(le)獎懲激勵發揮不到(dao)(dao)位的(de)(de)問(wen)(wen)(wen)題(ti)。通(tong)過(guo)實(shi)施安(an)全(quan)(quan)切(qie)塊(kuai)工(gong)資,激發了(le)(le)(le)干(gan)部員工(gong)的(de)(de)積極性,使(shi)安(an)全(quan)(quan)獎懲手段(duan)發揮出最(zui)大(da)(da)(da)效(xiao)力,解(jie)決(jue)(jue)了(le)(le)(le)安(an)全(quan)(quan)獎懲激勵效(xiao)力不高(gao)的(de)(de)問(wen)(wen)(wen)題(ti)。
二(er)、將精細化融入現場管(guan)理(li),在推進安全生產標準化建(jian)設(she)中(zhong)打造精品工程
精細(xi)化(hua)管理的落腳點是(shi)現(xian)(xian)場(chang)(chang),現(xian)(xian)場(chang)(chang)管理是(shi)企(qi)業管理的根本,更是(shi)企(qi)業的效益所(suo)在(zai)。在(zai)現(xian)(xian)場(chang)(chang)管理上我們創新工作思路,突(tu)出“一個(ge)中(zhong)心”、打造“兩大(da)工程(cheng)”、強化(hua)“三個(ge)注重”,實現(xian)(xian)了安全(quan)生產精細(xi)化(hua)。
1.突出“一(yi)(yi)個(ge)中心”。即突出安全生(sheng)(sheng)(sheng)產(chan)標(biao)準(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)為中心。一(yi)(yi)是抓(zhua)標(biao)準(zhun)(zhun)。公司(si)制(zhi)定(ding)精(jing)品(pin)標(biao)準(zhun)(zhun),推(tui)進“巷道一(yi)(yi)次成(cheng)型、工(gong)作一(yi)(yi)次達標(biao)、質(zhi)(zhi)量(liang)(liang)(liang)一(yi)(yi)勞永逸”,全力(li)打(da)造“精(jing)品(pin)工(gong)程”;從(cong)管(guan)(guan)理(li)干部到現(xian)場職工(gong),人人都管(guan)(guan)事(shi)、事(shi)事(shi)有人管(guan)(guan)、事(shi)事(shi)有標(biao)準(zhun)(zhun),真正達到“ 樹一(yi)(yi)個(ge)樣(yang)板(ban),帶(dai)一(yi)(yi)批(pi)精(jing)品(pin)” 的目(mu)的。二是抓(zhua)細(xi)(xi)節。從(cong)源頭抓(zhua)起,從(cong)細(xi)(xi)節抓(zhua)起,對每(mei)件(jian)事(shi)、每(mei)個(ge)過(guo)程、每(mei)道工(gong)序(xu),都做到嚴格控制(zhi)、考核(he)和(he)監督,如管(guan)(guan)線(xian)(xian)吊掛(gua)用尺具量(liang)(liang)(liang)、軌道敷設用卡具、錨桿安裝拉線(xian)(xian)繩等,每(mei)項施工(gong)都按照對標(biao)管(guan)(guan)理(li)的原則嚴格把關(guan),做到標(biao)準(zhun)(zhun)更高(gao),要求更嚴,確保工(gong)程質(zhi)(zhi)量(liang)(liang)(liang)、工(gong)作質(zhi)(zhi)量(liang)(liang)(liang)、文明生(sheng)(sheng)(sheng)產(chan)保持(chi)靜(jing)態(tai)、動(dong)態(tai)、常態(tai)達標(biao)。三是重實效。在(zai)采(cai)、掘、機、運、通各系統內在(zai)質(zhi)(zhi)量(liang)(liang)(liang)達標(biao)的基礎(chu)上,推(tui)行精(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)理(li)“ 十化(hua)(hua)(hua)(hua)(hua)” 作業。即:“采(cai)掘質(zhi)(zhi)量(liang)(liang)(liang)精(jing)品(pin)化(hua)(hua)(hua)(hua)(hua)、班組崗位示范化(hua)(hua)(hua)(hua)(hua)、設備安裝精(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)、安全監控數字化(hua)(hua)(hua)(hua)(hua)、系統運轉自動(dong)化(hua)(hua)(hua)(hua)(hua)、煤(mei)炭(tan)開采(cai)智(zhi)能化(hua)(hua)(hua)(hua)(hua)、牌板(ban)標(biao)識規范化(hua)(hua)(hua)(hua)(hua)、管(guan)(guan)線(xian)(xian)吊掛(gua)直線(xian)(xian)化(hua)(hua)(hua)(hua)(hua)、物料(liao)碼放定(ding)置化(hua)(hua)(hua)(hua)(hua)、設備管(guan)(guan)理(li)編碼化(hua)(hua)(hua)(hua)(hua)”,以優質(zhi)(zhi)的精(jing)品(pin)工(gong)程助(zhu)推(tui)安全生(sheng)(sheng)(sheng)產(chan)。上半年(nian)公司(si)實現(xian)了(le)零工(gong)傷(shang)和(he)非人身事(shi)故(gu)零目(mu)標(biao)。
去年6月份,順利通過(guo)了國家一(yi)級標準(zhun)化礦井驗收,得到驗收組領導“望田可作安全(quan)生產標準(zhun)化樣板(ban)礦”的一(yi)致贊譽,為能源(yuan)集團爭得了榮譽,樹立了企業品(pin)牌。
2.打(da)造(zao)“兩大工(gong)(gong)(gong)(gong)程(cheng)”:即平(ping)(ping)安(an)(an)(an)工(gong)(gong)(gong)(gong)程(cheng)和自主(zhu)保(bao)(bao)(bao)安(an)(an)(an)工(gong)(gong)(gong)(gong)程(cheng)。一(yi)是打(da)造(zao)安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)精細化平(ping)(ping)安(an)(an)(an)工(gong)(gong)(gong)(gong)程(cheng)。為員(yuan)(yuan)工(gong)(gong)(gong)(gong)創造(zao)安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)環境(jing)(jing),取消(xiao)(xiao)夜班,努力把員(yuan)(yuan)工(gong)(gong)(gong)(gong)從危(wei)險(xian)環境(jing)(jing)和繁重勞動(dong)中解(jie)放出(chu)來,徹(che)底消(xiao)(xiao)滅薄(bo)弱班次的(de)(de)安(an)(an)(an)全(quan)(quan)隱患(huan),充分體現真正意(yi)義上(shang)(shang)的(de)(de)“以(yi)人為本(ben)”內涵。同時,取消(xiao)(xiao)夜班之后,減少現場作(zuo)業人員(yuan)(yuan)達(da)76人,我們(men)用提高效率的(de)(de)方式彌(mi)補(bu)原煤產(chan)量和掘進(jin)進(jin)尺,保(bao)(bao)(bao)持單產(chan)單進(jin)水平(ping)(ping)不降低。掘進(jin)延米效率不降反(fan)升,提高了40%。二是打(da)造(zao)安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)精細化全(quan)(quan)員(yuan)(yuan)自主(zhu)保(bao)(bao)(bao)安(an)(an)(an)工(gong)(gong)(gong)(gong)程(cheng)。開展“崗位(wei)雙述(shu)(shu)”活動(dong),在全(quan)(quan)礦所(suo)有工(gong)(gong)(gong)(gong)種、崗位(wei)中,堅持落(luo)實(shi)手(shou)指(zhi)口(kou)述(shu)(shu)的(de)(de)基礎(chu)上(shang)(shang),推行(xing)崗位(wei)描(miao)述(shu)(shu),讓職(zhi)(zhi)工(gong)(gong)(gong)(gong)對(dui)自己崗位(wei)的(de)(de)職(zhi)(zhi)責范圍、工(gong)(gong)(gong)(gong)作(zuo)標準、崗位(wei)技能、設備性能、崗位(wei)環境(jing)(jing)、事(shi)故預防做到正確無(wu)誤的(de)(de)描(miao)述(shu)(shu),以(yi)實(shi)現人的(de)(de)注意(yi)力和物的(de)(de)安(an)(an)(an)全(quan)(quan)管(guan)理高度一(yi)致,從而達(da)到避免違(wei)章、消(xiao)(xiao)除隱患(huan)、杜絕(jue)事(shi)故,保(bao)(bao)(bao)障(zhang)施工(gong)(gong)(gong)(gong)及(ji)操(cao)作(zuo)安(an)(an)(an)全(quan)(quan)的(de)(de)目(mu)的(de)(de),從根本(ben)提高職(zhi)(zhi)工(gong)(gong)(gong)(gong)自主(zhu)保(bao)(bao)(bao)安(an)(an)(an)意(yi)識、正規操(cao)作(zuo)意(yi)識。

3.注(zhu)重(zhong)“三(san)個結(jie)(jie)合(he)(he)(he)”:一(yi)(yi)是(shi)注(zhu)重(zhong)與(yu)安(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產相(xiang)結(jie)(jie)合(he)(he)(he),著(zhu)力構建科(ke)技(ji)支撐體系(xi)(xi),針(zhen)對影響威脅安(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產的突出(chu)問(wen)(wen)題(ti),進行科(ke)技(ji)攻關,有效(xiao)地(di)提高(gao)(gao)了(le)(le)現(xian)場(chang)安(an)(an)全(quan)(quan)科(ke)技(ji)保障能(neng)(neng)力。無人(ren)(ren)(ren)機巡線,兩個人(ren)(ren)(ren)一(yi)(yi)天(tian)就完成(cheng)了(le)(le)原(yuan)(yuan)來四個人(ren)(ren)(ren)一(yi)(yi)周的工(gong)(gong)(gong)(gong)作量;氣動(dong)擋車(che)桿及(ji)報警裝置(zhi)(zhi),解決了(le)(le)人(ren)(ren)(ren)工(gong)(gong)(gong)(gong)操作繁(fan)瑣、安(an)(an)全(quan)(quan)無法(fa)保證的問(wen)(wen)題(ti);綜(zong)合(he)(he)(he)自動(dong)化(hua)(hua)(hua)平臺的搭建,實(shi)(shi)(shi)(shi)現(xian)了(le)(le)礦(kuang)(kuang)(kuang)井(jing)(jing)(jing)安(an)(an)全(quan)(quan)數據(ju)(ju)即時化(hua)(hua)(hua)、生(sheng)(sheng)(sheng)(sheng)產活動(dong)可(ke)視化(hua)(hua)(hua),保證了(le)(le)礦(kuang)(kuang)(kuang)井(jing)(jing)(jing)的安(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產。二(er)是(shi)注(zhu)重(zhong)與(yu)現(xian)場(chang)實(shi)(shi)(shi)(shi)際相(xiang)結(jie)(jie)合(he)(he)(he),加快(kuai)“ 智(zhi)(zhi)(zhi)慧礦(kuang)(kuang)(kuang)井(jing)(jing)(jing)”建設(she),拓展安(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產“大數據(ju)(ju)”應用(yong),用(yong)科(ke)技(ji)創(chuang)新(xin)加快(kuai)“機器(qi)換人(ren)(ren)(ren)”,減(jian)輕員(yuan)(yuan)工(gong)(gong)(gong)(gong)勞動(dong)強(qiang)度。今(jin)年五月份建成(cheng)了(le)(le)龍(long)礦(kuang)(kuang)(kuang)集團(tuan)首(shou)套薄煤(mei)(mei)(mei)層智(zhi)(zhi)(zhi)能(neng)(neng)化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作面。生(sheng)(sheng)(sheng)(sheng)產工(gong)(gong)(gong)(gong)序由(you)原(yuan)(yuan)來的2名(ming)司機跟機操作、3名(ming)支架工(gong)(gong)(gong)(gong)分段跟機拉架,變為2人(ren)(ren)(ren)工(gong)(gong)(gong)(gong)作面巡視,比普通(tong)工(gong)(gong)(gong)(gong)作面減(jian)少(shao)9人(ren)(ren)(ren),正常回采(cai)(cai)(cai)期間每班僅需要7人(ren)(ren)(ren),一(yi)(yi)天(tian)下來減(jian)少(shao)生(sheng)(sheng)(sheng)(sheng)產和檢修人(ren)(ren)(ren)員(yuan)(yuan)達18人(ren)(ren)(ren)。智(zhi)(zhi)(zhi)能(neng)(neng)化(hua)(hua)(hua)開(kai)(kai)采(cai)(cai)(cai),改變了(le)(le)傳統煤(mei)(mei)(mei)炭開(kai)(kai)采(cai)(cai)(cai)方(fang)式(shi),改變了(le)(le)煤(mei)(mei)(mei)礦(kuang)(kuang)(kuang)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)的心智(zhi)(zhi)(zhi)模式(shi),使他們由(you)過去的下井(jing)(jing)(jing)挖煤(mei)(mei)(mei)的“煤(mei)(mei)(mei)黑子”變成(cheng)了(le)(le)現(xian)在(zai)坐在(zai)辦(ban)公(gong)室操作電腦的“文(wen)化(hua)(hua)(hua)人(ren)(ren)(ren)”,開(kai)(kai)啟龍(long)礦(kuang)(kuang)(kuang)集團(tuan)智(zhi)(zhi)(zhi)能(neng)(neng)化(hua)(hua)(hua)開(kai)(kai)采(cai)(cai)(cai)新(xin)時代。三(san)是(shi)注(zhu)重(zhong)與(yu)提質增(zeng)效(xiao)相(xiang)結(jie)(jie)合(he)(he)(he),實(shi)(shi)(shi)(shi)施“一(yi)(yi)提雙優(you)(you)(you)”工(gong)(gong)(gong)(gong)程,推進礦(kuang)(kuang)(kuang)井(jing)(jing)(jing)裝備升級,優(you)(you)(you)化(hua)(hua)(hua)生(sheng)(sheng)(sheng)(sheng)產系(xi)(xi)統,實(shi)(shi)(shi)(shi)現(xian)生(sheng)(sheng)(sheng)(sheng)產方(fang)式(shi)變革。優(you)(you)(you)化(hua)(hua)(hua)井(jing)(jing)(jing)下煤(mei)(mei)(mei)炭運(yun)輸系(xi)(xi)統后,7部膠(jiao)帶機減(jian)為4部,運(yun)距縮(suo)短(duan)1.8公(gong)里,遠(yuan)期釋(shi)放效(xiao)益約2100萬(wan)元(yuan)(yuan);優(you)(you)(you)化(hua)(hua)(hua)重(zhong)復(fu)采(cai)(cai)(cai)動(dong)條(tiao)件(jian)下高(gao)(gao)壓(ya)鐵塔區域的開(kai)(kai)采(cai)(cai)(cai)方(fang)案(an),使工(gong)(gong)(gong)(gong)作面增(zeng)加儲(chu)量46萬(wan)噸(dun);優(you)(you)(you)化(hua)(hua)(hua)二(er)采(cai)(cai)(cai)區11號煤(mei)(mei)(mei)聯合(he)(he)(he)布置(zhi)(zhi)增(zeng)加儲(chu)量15.4萬(wan)噸(dun),遠(yuan)期釋(shi)放效(xiao)益約1640多萬(wan)元(yuan)(yuan);優(you)(you)(you)化(hua)(hua)(hua)13211采(cai)(cai)(cai)煤(mei)(mei)(mei)工(gong)(gong)(gong)(gong)藝(yi),可(ke)多回收64萬(wan)噸(dun),增(zeng)加效(xiao)益6400萬(wan)元(yuan)(yuan)。膠(jiao)帶機集控(kong)、變電所(suo)泵房無人(ren)(ren)(ren)值守、薄煤(mei)(mei)(mei)層智(zhi)(zhi)(zhi)能(neng)(neng)化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作面等一(yi)(yi)大批“一(yi)(yi)提雙優(you)(you)(you)”創(chuang)新(xin)項目已經落地(di),實(shi)(shi)(shi)(shi)現(xian)了(le)(le)井(jing)(jing)(jing)下膠(jiao)帶機、泵房、變電所(suo)、地(di)面煤(mei)(mei)(mei)場(chang)遠(yuan)程遙控(kong),減(jian)少(shao)崗位工(gong)(gong)(gong)(gong)29人(ren)(ren)(ren)。做(zuo)到了(le)(le)生(sheng)(sheng)(sheng)(sheng)產管控(kong)可(ke)視化(hua)(hua)(hua),監測監控(kong)全(quan)(quan)息化(hua)(hua)(hua)、故障診斷(duan)智(zhi)(zhi)(zhi)能(neng)(neng)化(hua)(hua)(hua)、礦(kuang)(kuang)(kuang)山(shan)開(kai)(kai)采(cai)(cai)(cai)智(zhi)(zhi)(zhi)慧化(hua)(hua)(hua)。
