龍礦集團望田煤業:標準精細抓管理 技術創新鑄品牌

望(wang)田(tian)煤業是龍礦(kuang)(kuang)集團在山西投資建(jian)(jian)設的第三對礦(kuang)(kuang)井(jing),核定生(sheng)產能力120萬噸/年(nian),2011年(nian)7月(yue)開(kai)始技改,2014年(nian)建(jian)(jian)成(cheng)投產,2016年(nian)跨入特級高(gao)(gao)產高(gao)(gao)效礦(kuang)(kuang)井(jing)序(xu)列,2018年(nian)6月(yue)順(shun)利通過(guo)國(guo)家一(yi)級安(an)全(quan)生(sheng)產標(biao)準(zhun)化(hua)(hua)礦(kuang)(kuang)井(jing)驗收。2019年(nian)5月(yue)建(jian)(jian)成(cheng)山西省的第二個薄煤層智能化(hua)(hua)工作(zuo)(zuo)面。近年(nian)來,望(wang)田(tian)煤業以建(jian)(jian)設“安(an)全(quan)高(gao)(gao)效礦(kuang)(kuang)井(jing)”目標(biao)為引領(ling),以精(jing)細(xi)(xi)化(hua)(hua)管(guan)理作(zuo)(zuo)為提升礦(kuang)(kuang)井(jing)高(gao)(gao)質(zhi)量發展的第一(yi)選擇,創新開(kai)展精(jing)細(xi)(xi)管(guan)理模式,將精(jing)細(xi)(xi)化(hua)(hua)管(guan)理理念貫穿整個安(an)全(quan)生(sheng)產經(jing)營管(guan)理的全(quan)過(guo)程,做(zuo)到“事事有(you)(you)人(ren)管(guan)、人(ren)人(ren)有(you)(you)事管(guan)、管(guan)理有(you)(you)標(biao)準(zhun)、操作(zuo)(zuo)有(you)(you)規范(fan)”的管(guan)理格局(ju),形成(cheng)具有(you)(you)望(wang)田(tian)特色的精(jing)細(xi)(xi)化(hua)(hua)管(guan)理模式。

一、將精細化(hua)融入(ru)安全管理,在打造(zao)價值(zhi)認同和標準規范中引領安全發展(zhan)

安全(quan)是煤礦(kuang)的(de)“天(tian)字號(hao)”大(da)(da)事。我們在加強京广航影(ying)视建(jian)設的(de)大(da)(da)環境(jing)下(xia),積極培育和(he)發展以人(ren)為(wei)本(ben),安全(quan)為(wei)首的(de)安全(quan)文化(hua),以文化(hua)為(wei)引領,牢樹“一個理念(nian)”,構建(jian)“三個體系”,解決“三個問題”,用文化(hua)鑄造(zao)安全(quan)盾牌,形成精細化(hua)管理共識,實(shi)現了員(yuan)工家庭幸福與企業(ye)經(jing)濟效益的(de)同步發展。

1.牢(lao)樹(shu)“一個理(li)念(nian)”。就是“讓標(biao)(biao)準成為(wei)習慣(guan),讓習慣(guan)符(fu)合標(biao)(biao)準”的(de)(de)標(biao)(biao)準化(hua)(hua)理(li)念(nian)。一是做(zuo)到文化(hua)(hua)理(li)念(nian)培育與員(yuan)(yuan)(yuan)工(gong)(gong)(gong)價(jia)值行為(wei)的(de)(de)統一。把員(yuan)(yuan)(yuan)工(gong)(gong)(gong)的(de)(de)“良心活”提升為(wei)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)的(de)(de)“規(gui)范(fan)(fan)活”,把員(yuan)(yuan)(yuan)工(gong)(gong)(gong)的(de)(de)感恩(en)行為(wei)固(gu)化(hua)(hua)為(wei)操作標(biao)(biao)準,使(shi)精(jing)(jing)細管(guan)(guan)(guan)理(li)文化(hua)(hua)更容易、更自覺地被廣大(da)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)所理(li)解(jie)和接受。二(er)是做(zuo)到管(guan)(guan)(guan)理(li)目(mu)標(biao)(biao)與員(yuan)(yuan)(yuan)工(gong)(gong)(gong)需求的(de)(de)統一。在(zai)標(biao)(biao)準管(guan)(guan)(guan)理(li)、規(gui)范(fan)(fan)管(guan)(guan)(guan)理(li)的(de)(de)基(ji)礎上(shang),我們通過實施人本管(guan)(guan)(guan)理(li),引入親(qin)情元素(su),改善員(yuan)(yuan)(yuan)工(gong)(gong)(gong)心智模式(shi),讓員(yuan)(yuan)(yuan)工(gong)(gong)(gong)在(zai)物質上(shang)受益、精(jing)(jing)神上(shang)滿足,使(shi)企業(ye)經(jing)營(ying)發展目(mu)標(biao)(biao)體(ti)現員(yuan)(yuan)(yuan)工(gong)(gong)(gong)的(de)(de)意(yi)(yi)愿(yuan),轉化(hua)(hua)為(wei)廣大(da)員(yuan)(yuan)(yuan)工(gong)(gong)(gong)的(de)(de)統一目(mu)標(biao)(biao)并(bing)愿(yuan)意(yi)(yi)為(wei)此去努力,做(zuo)到落(luo)(luo)實工(gong)(gong)(gong)作無盲點,使(shi)富有(you)特色(se)的(de)(de)精(jing)(jing)細管(guan)(guan)(guan)理(li)文化(hua)(hua)在(zai)公司落(luo)(luo)地生根、開(kai)花結果。

2.構(gou)建“三(san)個(ge)體系(xi)(xi)”。一是著力構(gou)建“安(an)全(quan)(quan)精(jing)細(xi)(xi)管(guan)(guan)(guan)理責任體系(xi)(xi)”將(jiang)(jiang)《安(an)全(quan)(quan)精(jing)細(xi)(xi)化管(guan)(guan)(guan)理標準(zhun)》分解到(dao)專業(ye),規范到(dao)班(ban)(ban)(ban)組(zu)(zu),細(xi)(xi)化到(dao)崗(gang)(gang)位(wei)(wei)(wei),現場管(guan)(guan)(guan)理人員(yuan)(yuan)目標明確、分工(gong)(gong)(gong)細(xi)(xi)致(zhi)、指導到(dao)位(wei)(wei)(wei)、考核(he)嚴格;崗(gang)(gang)位(wei)(wei)(wei)操(cao)作(zuo)(zuo)人員(yuan)(yuan)標準(zhun)熟(shu)悉、責任清楚、行(xing)為規范、操(cao)作(zuo)(zuo)熟(shu)練,做到(dao)“上(shang)標準(zhun)崗(gang)(gang),干標準(zhun)活”,形成(cheng)了(le)從上(shang)到(dao)下逐(zhu)級(ji)(ji)落實(shi)(shi)、層(ceng)(ceng)層(ceng)(ceng)負責的(de)(de)(de)(de)標準(zhun)化管(guan)(guan)(guan)理體系(xi)(xi)。二(er)是著力構(gou)建“安(an)全(quan)(quan)德善(shan)文(wen)(wen)化體系(xi)(xi)”。扎實(shi)(shi)踐(jian)行(xing)“尊嚴文(wen)(wen)化”,把“德善(shan)文(wen)(wen)化”融匯到(dao)“尊嚴文(wen)(wen)化”之(zhi)中(zhong),大力倡(chang)樹(shu)抓好安(an)全(quan)(quan)就是積(ji)德行(xing)善(shan),實(shi)(shi)現安(an)全(quan)(quan)生(sheng)產就是讓職工(gong)(gong)(gong)享受(shou)最(zui)(zui)大尊嚴的(de)(de)(de)(de)精(jing)神。全(quan)(quan)礦(kuang)副科級(ji)(ji)以上(shang)管(guan)(guan)(guan)理人員(yuan)(yuan)輪(lun)流到(dao)區(qu)隊宣講,通過(guo)班(ban)(ban)(ban)前會、談心(xin)、聊天等不同方式傳播(bo)精(jing)細(xi)(xi)化管(guan)(guan)(guan)理與(yu)區(qu)隊效益(yi)、安(an)全(quan)(quan)生(sheng)產之(zhi)間的(de)(de)(de)(de)關系(xi)(xi),將(jiang)(jiang)其作(zuo)(zuo)為轉變作(zuo)(zuo)風、改變員(yuan)(yuan)工(gong)(gong)(gong)的(de)(de)(de)(de)心(xin)智模式、矯正不安(an)全(quan)(quan)行(xing)為習慣的(de)(de)(de)(de)切入(ru)點和突破口,逐(zhu)步培養職工(gong)(gong)(gong)的(de)(de)(de)(de)精(jing)細(xi)(xi)操(cao)作(zuo)(zuo)意(yi)識(shi)(shi),掌握(wo)安(an)全(quan)(quan)知識(shi)(shi),提(ti)高操(cao)作(zuo)(zuo)技(ji)能,最(zui)(zui)大限度的(de)(de)(de)(de)滿(man)足安(an)全(quan)(quan)生(sheng)產的(de)(de)(de)(de)需要。三(san)是著力構(gou)建“班(ban)(ban)(ban)組(zu)(zu)精(jing)細(xi)(xi)管(guan)(guan)(guan)理體系(xi)(xi)”。在實(shi)(shi)施精(jing)細(xi)(xi)化管(guan)(guan)(guan)理過(guo)程中(zhong),公司劃(hua)小核(he)算單位(wei)(wei)(wei)、把班(ban)(ban)(ban)組(zu)(zu)建設作(zuo)(zuo)為保安(an)全(quan)(quan)、降成(cheng)本、提(ti)質(zhi)量、創效益(yi)、建文(wen)(wen)化的(de)(de)(de)(de)主抓手,實(shi)(shi)施素質(zhi)提(ti)升工(gong)(gong)(gong)程,致(zhi)力打造“員(yuan)(yuan)工(gong)(gong)(gong)自(zi)(zi)(zi)律(lv)、班(ban)(ban)(ban)組(zu)(zu)自(zi)(zi)(zi)主、區(qu)隊自(zi)(zi)(zi)控、崗(gang)(gang)位(wei)(wei)(wei)增值(zhi)(zhi),精(jing)細(xi)(xi)管(guan)(guan)(guan)理”的(de)(de)(de)(de)班(ban)(ban)(ban)組(zu)(zu)管(guan)(guan)(guan)理模式。建立了(le)從員(yuan)(yuan)工(gong)(gong)(gong)到(dao)班(ban)(ban)(ban)組(zu)(zu)、區(qu)隊、專業(ye)、公司五個(ge)層(ceng)(ceng)面自(zi)(zi)(zi)下而上(shang)的(de)(de)(de)(de)精(jing)益(yi)生(sheng)產覆蓋體系(xi)(xi),規范了(le)100多個(ge)崗(gang)(gang)位(wei)(wei)(wei)工(gong)(gong)(gong)種(zhong)精(jing)益(yi)生(sheng)產操(cao)作(zuo)(zuo)流程,制定了(le)128個(ge)崗(gang)(gang)位(wei)(wei)(wei)操(cao)作(zuo)(zuo)規范。通過(guo)精(jing)細(xi)(xi)化ABC三(san)卡對(dui)員(yuan)(yuan)工(gong)(gong)(gong)崗(gang)(gang)位(wei)(wei)(wei)進(jin)行(xing)價值(zhi)(zhi)考核(he),增強員(yuan)(yuan)工(gong)(gong)(gong)實(shi)(shi)現崗(gang)(gang)位(wei)(wei)(wei)增值(zhi)(zhi)、個(ge)人價值(zhi)(zhi)的(de)(de)(de)(de)自(zi)(zi)(zi)覺(jue)性(xing),使被管(guan)(guan)(guan)理者(zhe)(zhe)成(cheng)為管(guan)(guan)(guan)理的(de)(de)(de)(de)參與(yu)者(zhe)(zhe),促(cu)進(jin)全(quan)(quan)員(yuan)(yuan)參與(yu)精(jing)細(xi)(xi)化管(guan)(guan)(guan)理。

3.解(jie)(jie)決(jue)“三(san)個問(wen)題(ti)(ti)”:一(yi)(yi)(yi)(yi)(yi)是(shi)解(jie)(jie)決(jue)了(le)(le)(le)難落(luo)實(shi)的問(wen)題(ti)(ti),建立起了(le)(le)(le)“全礦-專(zhuan)業-單(dan)位(wei)-班(ban)組-個人”的五級(ji)(ji)精細化管(guan)理(li)責任(ren)落(luo)實(shi)體(ti)系,按照一(yi)(yi)(yi)(yi)(yi)級(ji)(ji)帶著一(yi)(yi)(yi)(yi)(yi)級(ji)(ji)干,一(yi)(yi)(yi)(yi)(yi)級(ji)(ji)做(zuo)給一(yi)(yi)(yi)(yi)(yi)級(ji)(ji)看(kan),一(yi)(yi)(yi)(yi)(yi)級(ji)(ji)抓一(yi)(yi)(yi)(yi)(yi)級(ji)(ji),一(yi)(yi)(yi)(yi)(yi)級(ji)(ji)為一(yi)(yi)(yi)(yi)(yi)級(ji)(ji)負(fu)責的工作機制,將責任(ren)落(luo)實(shi)到(dao)(dao)每一(yi)(yi)(yi)(yi)(yi)名員工,解(jie)(jie)決(jue)了(le)(le)(le)安(an)(an)全精細管(guan)理(li)難落(luo)實(shi)的問(wen)題(ti)(ti)。二(er)是(shi)解(jie)(jie)決(jue)了(le)(le)(le)統一(yi)(yi)(yi)(yi)(yi)協(xie)調難的問(wen)題(ti)(ti)。各方力量得到(dao)(dao)協(xie)同(tong),內(nei)耗大大減(jian)少(shao),管(guan)理(li)質量和(he)效率得到(dao)(dao)大幅度提高(gao)(gao),解(jie)(jie)決(jue)了(le)(le)(le)安(an)(an)全管(guan)理(li)協(xie)同(tong)脫(tuo)節的問(wen)題(ti)(ti)。三(san)是(shi)解(jie)(jie)決(jue)了(le)(le)(le)獎懲激(ji)勵(li)發(fa)揮不(bu)到(dao)(dao)位(wei)的問(wen)題(ti)(ti)。通過實(shi)施安(an)(an)全切塊工資,激(ji)發(fa)了(le)(le)(le)干部員工的積極性,使安(an)(an)全獎懲手段(duan)發(fa)揮出最大效力,解(jie)(jie)決(jue)了(le)(le)(le)安(an)(an)全獎懲激(ji)勵(li)效力不(bu)高(gao)(gao)的問(wen)題(ti)(ti)。

二(er)、將精(jing)細化(hua)融入現場管理(li),在推進安全生產(chan)標準化(hua)建(jian)設(she)中(zhong)打造精(jing)品(pin)工(gong)程

精細(xi)(xi)化(hua)管(guan)(guan)理的(de)落腳點是(shi)現(xian)場(chang),現(xian)場(chang)管(guan)(guan)理是(shi)企業(ye)管(guan)(guan)理的(de)根本,更是(shi)企業(ye)的(de)效(xiao)益所在。在現(xian)場(chang)管(guan)(guan)理上我們創(chuang)新(xin)工作思(si)路,突(tu)出“一(yi)個(ge)(ge)中心”、打(da)造“兩大工程(cheng)”、強化(hua)“三個(ge)(ge)注重”,實現(xian)了安(an)全(quan)生(sheng)產精細(xi)(xi)化(hua)。

1.突(tu)出“一(yi)個中(zhong)心(xin)”。即突(tu)出安(an)全(quan)生產標準(zhun)化(hua)(hua)為中(zhong)心(xin)。一(yi)是抓(zhua)標準(zhun)。公司(si)制定精品(pin)標準(zhun),推(tui)進“巷(xiang)道一(yi)次成型、工(gong)(gong)(gong)作一(yi)次達標、質(zhi)(zhi)量(liang)一(yi)勞永逸”,全(quan)力打造(zao)“精品(pin)工(gong)(gong)(gong)程”;從(cong)管理(li)干部到(dao)(dao)現場職工(gong)(gong)(gong),人(ren)人(ren)都(dou)管事(shi)、事(shi)事(shi)有人(ren)管、事(shi)事(shi)有標準(zhun),真(zhen)正(zheng)達到(dao)(dao)“ 樹一(yi)個樣板(ban),帶一(yi)批精品(pin)” 的目(mu)的。二是抓(zhua)細(xi)節(jie)。從(cong)源頭抓(zhua)起,從(cong)細(xi)節(jie)抓(zhua)起,對每(mei)件事(shi)、每(mei)個過程、每(mei)道工(gong)(gong)(gong)序,都(dou)做到(dao)(dao)嚴(yan)格(ge)控(kong)制、考核和監(jian)(jian)督,如管線吊(diao)(diao)掛用尺(chi)具(ju)量(liang)、軌(gui)道敷設(she)(she)用卡具(ju)、錨桿安(an)裝拉線繩等(deng),每(mei)項施工(gong)(gong)(gong)都(dou)按(an)照對標管理(li)的原(yuan)則嚴(yan)格(ge)把關,做到(dao)(dao)標準(zhun)更高,要求更嚴(yan),確保工(gong)(gong)(gong)程質(zhi)(zhi)量(liang)、工(gong)(gong)(gong)作質(zhi)(zhi)量(liang)、文明生產保持(chi)靜(jing)態、動(dong)態、常態達標。三是重實(shi)效。在采、掘(jue)、機、運、通各(ge)系統內(nei)在質(zhi)(zhi)量(liang)達標的基礎上(shang),推(tui)行精細(xi)化(hua)(hua)管理(li)“ 十(shi)化(hua)(hua)” 作業(ye)。即:“采掘(jue)質(zhi)(zhi)量(liang)精品(pin)化(hua)(hua)、班(ban)組崗位示范化(hua)(hua)、設(she)(she)備安(an)裝精細(xi)化(hua)(hua)、安(an)全(quan)監(jian)(jian)控(kong)數字化(hua)(hua)、系統運轉自動(dong)化(hua)(hua)、煤炭開采智能(neng)化(hua)(hua)、牌板(ban)標識規范化(hua)(hua)、管線吊(diao)(diao)掛直線化(hua)(hua)、物料碼放定置化(hua)(hua)、設(she)(she)備管理(li)編碼化(hua)(hua)”,以(yi)優質(zhi)(zhi)的精品(pin)工(gong)(gong)(gong)程助推(tui)安(an)全(quan)生產。上(shang)半年公司(si)實(shi)現了(le)零(ling)(ling)工(gong)(gong)(gong)傷和非人(ren)身事(shi)故零(ling)(ling)目(mu)標。

去年6月(yue)份,順利(li)通過了(le)國家一(yi)級標準(zhun)化礦(kuang)井驗收,得到(dao)驗收組領導(dao)“望田可(ke)作安全(quan)生產(chan)標準(zhun)化樣板(ban)礦(kuang)”的一(yi)致贊譽(yu)(yu),為能(neng)源(yuan)集團爭得了(le)榮譽(yu)(yu),樹立了(le)企業品牌。

2.打造(zao)(zao)“兩大(da)工(gong)程(cheng)(cheng)”:即平(ping)安(an)(an)(an)工(gong)程(cheng)(cheng)和(he)自主(zhu)保安(an)(an)(an)工(gong)程(cheng)(cheng)。一(yi)是打造(zao)(zao)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產精細化平(ping)安(an)(an)(an)工(gong)程(cheng)(cheng)。為員(yuan)工(gong)創(chuang)造(zao)(zao)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產環境,取(qu)消夜(ye)班(ban)(ban),努力把員(yuan)工(gong)從(cong)危險環境和(he)繁重勞動(dong)(dong)中(zhong)解(jie)放出來,徹底(di)消滅薄弱班(ban)(ban)次(ci)的(de)安(an)(an)(an)全(quan)(quan)(quan)隱患,充分體(ti)現真(zhen)正意(yi)(yi)義上的(de)“以人(ren)為本”內涵。同時,取(qu)消夜(ye)班(ban)(ban)之后,減少現場(chang)作(zuo)業人(ren)員(yuan)達76人(ren),我們用(yong)提高(gao)效(xiao)率的(de)方式彌(mi)補原煤產量和(he)掘進進尺,保持(chi)單(dan)產單(dan)進水平(ping)不降(jiang)低。掘進延(yan)米效(xiao)率不降(jiang)反升,提高(gao)了40%。二是打造(zao)(zao)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產精細化全(quan)(quan)(quan)員(yuan)自主(zhu)保安(an)(an)(an)工(gong)程(cheng)(cheng)。開展“崗(gang)(gang)位(wei)雙述(shu)(shu)(shu)”活動(dong)(dong),在全(quan)(quan)(quan)礦所有工(gong)種(zhong)、崗(gang)(gang)位(wei)中(zhong),堅持(chi)落實手指口(kou)述(shu)(shu)(shu)的(de)基礎上,推行崗(gang)(gang)位(wei)描(miao)(miao)述(shu)(shu)(shu),讓職工(gong)對自己(ji)崗(gang)(gang)位(wei)的(de)職責范圍、工(gong)作(zuo)標(biao)準、崗(gang)(gang)位(wei)技能、設備性能、崗(gang)(gang)位(wei)環境、事故(gu)預防做到正確(que)無誤的(de)描(miao)(miao)述(shu)(shu)(shu),以實現人(ren)的(de)注意(yi)(yi)力和(he)物的(de)安(an)(an)(an)全(quan)(quan)(quan)管(guan)理高(gao)度(du)一(yi)致,從(cong)而達到避免(mian)違章、消除隱患、杜絕(jue)事故(gu),保障施工(gong)及操(cao)作(zuo)安(an)(an)(an)全(quan)(quan)(quan)的(de)目的(de),從(cong)根本提高(gao)職工(gong)自主(zhu)保安(an)(an)(an)意(yi)(yi)識(shi)(shi)、正規操(cao)作(zuo)意(yi)(yi)識(shi)(shi)。

3.強化(hua)(hua)“三個注(zhu)重(zhong)(zhong)”:一(yi)是注(zhu)重(zhong)(zhong)規(gui)范(fan)現(xian)場操(cao)作(zuo)(zuo)行(xing)為,開(kai)(kai)展“全員行(xing)為規(gui)范(fan)整治”活動(dong)(dong),從員工(gong)(gong)(gong)著裝、行(xing)走、禮節、用語等(deng)基礎要領入手,規(gui)范(fan)井上、下員工(gong)(gong)(gong)的(de)(de)行(xing)為,促使(shi)全員自(zi)(zi)覺(jue)地按標準(zhun)作(zuo)(zuo)業(ye)(ye),正規(gui)操(cao)作(zuo)(zuo),上標準(zhun)崗(gang),干(gan)(gan)標準(zhun)活,養(yang)成良好(hao)的(de)(de)行(xing)為習慣。自(zi)(zi)開(kai)(kai)展精(jing)細(xi)化(hua)(hua)管(guan)理(li)工(gong)(gong)(gong)作(zuo)(zuo)以來(lai),公(gong)司(si)(si)現(xian)場規(gui)范(fan)操(cao)作(zuo)(zuo)的(de)(de)人(ren)(ren)多(duo)了(le),誤操(cao)作(zuo)(zuo)的(de)(de)人(ren)(ren)少(shao)了(le);講(jiang)標準(zhun)的(de)(de)人(ren)(ren)多(duo)了(le),蠻干(gan)(gan)的(de)(de)人(ren)(ren)少(shao)了(le);自(zi)(zi)我(wo)學習提升的(de)(de)人(ren)(ren)多(duo)了(le),落后(hou)退步的(de)(de)人(ren)(ren)少(shao)了(le)”,員工(gong)(gong)(gong)“三違”次數明顯減少(shao),公(gong)司(si)(si)實現(xian)了(le)安全生產。二(er)是注(zhu)重(zhong)(zhong)加大日常(chang)檢查(cha)力度,堅持動(dong)(dong)態檢查(cha)和(he)綜(zong)合(he)檢查(cha)相結(jie)合(he)現(xian)場精(jing)細(xi)化(hua)(hua)貴在堅持、常(chang)抓不(bu)懈。堅持日常(chang)檢查(cha)和(he)動(dong)(dong)態檢查(cha)相結(jie)合(he),檢查(cha)覆蓋率達到100%。同時,不(bu)定(ding)期組織(zhi)各種專項(xiang)檢查(cha),通過(guo)檢查(cha)進一(yi)步規(gui)范(fan)員工(gong)(gong)(gong)現(xian)場操(cao)作(zuo)(zuo)行(xing)為,提高了(le)施工(gong)(gong)(gong)質量,促進了(le)現(xian)場精(jing)細(xi)化(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)。三是注(zhu)重(zhong)(zhong)典型(xing)引路,按照“典型(xing)引路,以點帶面(mian),循(xun)序漸進,全面(mian)提高”的(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)方法,開(kai)(kai)展創建“精(jing)品(pin)工(gong)(gong)(gong)程(cheng)”、“精(jing)品(pin)峒室”、“精(jing)品(pin)巷道”、“精(jing)品(pin)工(gong)(gong)(gong)作(zuo)(zuo)面(mian)”創建活動(dong)(dong),以此帶動(dong)(dong)我(wo)礦標準(zhun)化(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)整體提高。尋突破,促進現(xian)場精(jing)細(xi)化(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)向縱深發展。精(jing)細(xi)管(guan)理(li)激(ji)活了(le)企業(ye)(ye)管(guan)理(li)的(de)(de)積極因素,全面(mian)提升了(le)企業(ye)(ye)管(guan)理(li)水平和(he)綜(zong)合(he)競(jing)爭力。公(gong)司(si)(si)先后(hou)涌現(xian)出楊(yang)繼(ji)勇(yong)、方磊、劉靜友等(deng)一(yi)批能源集團勞動(dong)(dong)模(mo)范(fan)。公(gong)司(si)(si)有10多(duo)個班組,20多(duo)名班組長,受到集團公(gong)司(si)(si)和(he)能源集團表(biao)彰獎(jiang)勵。

三(san)、將精細化管理(li)融(rong)入技術創新,在加快(kuai)“一提雙優(you)”建設中育生企業發展(zhan)新動能

我們秉(bing)承“創(chuang)(chuang)新(xin)(xin)、創(chuang)(chuang)造”智慧發(fa)展(zhan),用技(ji)術創(chuang)(chuang)新(xin)(xin)撬動(dong)轉型升(sheng)級的創(chuang)(chuang)新(xin)(xin)理念。依托“一個載體”、建立“二項機制”、注重(zhong)“三(san)個結合(he)”,激發(fa)了精(jing)細管理提升(sheng)的動(dong)力,推動(dong)了企業(ye)高質量(liang)發(fa)展(zhan)變革。

1.依托“一個載(zai)體”:以(yi)創(chuang)新(xin)(xin)工(gong)(gong)作室(shi)為載(zai)體,發(fa)明創(chuang)造,技術攻關,培育人才(cai)。上半年,機運工(gong)(gong)區借助高技能人才(cai)創(chuang)新(xin)(xin)工(gong)(gong)作室(shi)平(ping)臺(tai),完(wan)成創(chuang)新(xin)(xin)和改革項(xiang)目10項(xiang),節約生產成本約35萬元。

2.建立“二(er)(er)項(xiang)機(ji)制”:一是創(chuang)(chuang)(chuang)建激勵機(ji)制,建立了(le)(le)完善的創(chuang)(chuang)(chuang)新(xin)(xin)(xin)成果申報、立項(xiang)、評價、推(tui)廣機(ji)制,設立“創(chuang)(chuang)(chuang)新(xin)(xin)(xin)獎(jiang)(jiang)勵基(ji)金”,根據(ju)成果評價等級(ji)和推(tui)廣經濟效(xiao)益,對項(xiang)目(mu)研發人分(fen)別(bie)給予3000元至1萬(wan)元的重獎(jiang)(jiang),對創(chuang)(chuang)(chuang)新(xin)(xin)(xin)工(gong)作(zuo)特殊(shu)貢獻者每月給予1000元的津(jin)貼,營造(zao)(zao)了(le)(le)濃厚的創(chuang)(chuang)(chuang)新(xin)(xin)(xin)氛圍,讓大家重創(chuang)(chuang)(chuang)新(xin)(xin)(xin)、能創(chuang)(chuang)(chuang)新(xin)(xin)(xin)、會創(chuang)(chuang)(chuang)新(xin)(xin)(xin)。二(er)(er)是人才培養(yang)機(ji)制,通過(guo)名(ming)師(shi)引(yin)領(ling)(ling)、團(tuan)隊合作(zuo),撬動“創(chuang)(chuang)(chuang)新(xin)(xin)(xin)意識”“智(zhi)慧理(li)念(nian)”,培育了(le)(le)一大批技(ji)術骨干,使創(chuang)(chuang)(chuang)新(xin)(xin)(xin)工(gong)作(zuo)室成為培養(yang)人才和創(chuang)(chuang)(chuang)新(xin)(xin)(xin)項(xiang)目(mu)的“孵化器”。僅綜采(cai)(cai)(cai)隊一個創(chuang)(chuang)(chuang)新(xin)(xin)(xin)工(gong)作(zuo)室就培養(yang)出了(le)(le)兩(liang)名(ming)區隊管理(li)干部和6名(ming)班組(zu)長,創(chuang)(chuang)(chuang)新(xin)(xin)(xin)28項(xiang),創(chuang)(chuang)(chuang)效(xiao)達300多萬(wan)元。公(gong)司2019年上半年完成創(chuang)(chuang)(chuang)新(xin)(xin)(xin)項(xiang)目(mu)27個,創(chuang)(chuang)(chuang)造(zao)(zao)直接(jie)經濟效(xiao)益達2639萬(wan)元。“采(cai)(cai)(cai)空區下近距離煤層安全開采(cai)(cai)(cai)技(ji)術研究與實踐”、“山西(xi)望田煤系地層沉積演化及聚煤規律研究”,兩(liang)項(xiang)研究成果達到了(le)(le)國內領(ling)(ling)先(xian)和國際領(ling)(ling)先(xian)水平。

3.注重(zhong)“三個(ge)結合(he)(he)”:一(yi)(yi)是注重(zhong)與(yu)安全生(sheng)產(chan)(chan)相(xiang)結合(he)(he),著力構建科(ke)技(ji)支(zhi)撐(cheng)體系,針(zhen)對影響(xiang)威脅(xie)安全生(sheng)產(chan)(chan)的(de)(de)(de)(de)(de)突出問(wen)題,進行科(ke)技(ji)攻關(guan),有效地(di)提高(gao)了(le)(le)(le)現(xian)(xian)(xian)場安全科(ke)技(ji)保障(zhang)能(neng)力。無人(ren)(ren)機(ji)巡線,兩個(ge)人(ren)(ren)一(yi)(yi)天(tian)就完成了(le)(le)(le)原(yuan)來(lai)(lai)四個(ge)人(ren)(ren)一(yi)(yi)周(zhou)的(de)(de)(de)(de)(de)工(gong)(gong)(gong)作(zuo)量(liang)(liang);氣(qi)動(dong)擋車桿及(ji)報警裝置(zhi),解決了(le)(le)(le)人(ren)(ren)工(gong)(gong)(gong)操作(zuo)繁瑣、安全無法保證(zheng)的(de)(de)(de)(de)(de)問(wen)題;綜合(he)(he)自動(dong)化(hua)(hua)(hua)平臺(tai)的(de)(de)(de)(de)(de)搭建,實(shi)現(xian)(xian)(xian)了(le)(le)(le)礦(kuang)井(jing)安全數據即時化(hua)(hua)(hua)、生(sheng)產(chan)(chan)活動(dong)可(ke)視(shi)化(hua)(hua)(hua),保證(zheng)了(le)(le)(le)礦(kuang)井(jing)的(de)(de)(de)(de)(de)安全生(sheng)產(chan)(chan)。二(er)是注重(zhong)與(yu)現(xian)(xian)(xian)場實(shi)際相(xiang)結合(he)(he),加快(kuai)“ 智(zhi)(zhi)慧礦(kuang)井(jing)”建設,拓(tuo)展(zhan)安全生(sheng)產(chan)(chan)“大(da)數據”應用(yong),用(yong)科(ke)技(ji)創(chuang)新加快(kuai)“機(ji)器換人(ren)(ren)”,減(jian)輕員(yuan)工(gong)(gong)(gong)勞動(dong)強度。今年(nian)五月份建成了(le)(le)(le)龍礦(kuang)集(ji)(ji)團首(shou)套薄(bo)煤(mei)層(ceng)智(zhi)(zhi)能(neng)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)面(mian)。生(sheng)產(chan)(chan)工(gong)(gong)(gong)序由原(yuan)來(lai)(lai)的(de)(de)(de)(de)(de)2名(ming)司機(ji)跟機(ji)操作(zuo)、3名(ming)支(zhi)架工(gong)(gong)(gong)分段跟機(ji)拉架,變(bian)(bian)(bian)為2人(ren)(ren)工(gong)(gong)(gong)作(zuo)面(mian)巡視(shi),比(bi)普通工(gong)(gong)(gong)作(zuo)面(mian)減(jian)少(shao)9人(ren)(ren),正常回(hui)采(cai)(cai)期(qi)間每(mei)班僅需要7人(ren)(ren),一(yi)(yi)天(tian)下來(lai)(lai)減(jian)少(shao)生(sheng)產(chan)(chan)和檢修人(ren)(ren)員(yuan)達18人(ren)(ren)。智(zhi)(zhi)能(neng)化(hua)(hua)(hua)開(kai)(kai)(kai)采(cai)(cai),改變(bian)(bian)(bian)了(le)(le)(le)傳統煤(mei)炭(tan)開(kai)(kai)(kai)采(cai)(cai)方(fang)式(shi)(shi),改變(bian)(bian)(bian)了(le)(le)(le)煤(mei)礦(kuang)工(gong)(gong)(gong)人(ren)(ren)的(de)(de)(de)(de)(de)心智(zhi)(zhi)模(mo)式(shi)(shi),使他們由過去的(de)(de)(de)(de)(de)下井(jing)挖煤(mei)的(de)(de)(de)(de)(de)“煤(mei)黑子”變(bian)(bian)(bian)成了(le)(le)(le)現(xian)(xian)(xian)在(zai)坐在(zai)辦公室操作(zuo)電(dian)腦的(de)(de)(de)(de)(de)“文化(hua)(hua)(hua)人(ren)(ren)”,開(kai)(kai)(kai)啟龍礦(kuang)集(ji)(ji)團智(zhi)(zhi)能(neng)化(hua)(hua)(hua)開(kai)(kai)(kai)采(cai)(cai)新時代。三是注重(zhong)與(yu)提質增(zeng)效相(xiang)結合(he)(he),實(shi)施(shi)“一(yi)(yi)提雙優”工(gong)(gong)(gong)程,推進礦(kuang)井(jing)裝備升級,優化(hua)(hua)(hua)生(sheng)產(chan)(chan)系統,實(shi)現(xian)(xian)(xian)生(sheng)產(chan)(chan)方(fang)式(shi)(shi)變(bian)(bian)(bian)革。優化(hua)(hua)(hua)井(jing)下煤(mei)炭(tan)運輸(shu)系統后,7部膠帶機(ji)減(jian)為4部,運距縮短1.8公里,遠期(qi)釋放效益(yi)(yi)約2100萬元;優化(hua)(hua)(hua)重(zhong)復采(cai)(cai)動(dong)條件下高(gao)壓鐵塔區域的(de)(de)(de)(de)(de)開(kai)(kai)(kai)采(cai)(cai)方(fang)案,使工(gong)(gong)(gong)作(zuo)面(mian)增(zeng)加儲量(liang)(liang)46萬噸(dun);優化(hua)(hua)(hua)二(er)采(cai)(cai)區11號煤(mei)聯合(he)(he)布置(zhi)增(zeng)加儲量(liang)(liang)15.4萬噸(dun),遠期(qi)釋放效益(yi)(yi)約1640多(duo)萬元;優化(hua)(hua)(hua)13211采(cai)(cai)煤(mei)工(gong)(gong)(gong)藝,可(ke)多(duo)回(hui)收64萬噸(dun),增(zeng)加效益(yi)(yi)6400萬元。膠帶機(ji)集(ji)(ji)控、變(bian)(bian)(bian)電(dian)所泵房(fang)無人(ren)(ren)值守、薄(bo)煤(mei)層(ceng)智(zhi)(zhi)能(neng)化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)面(mian)等一(yi)(yi)大(da)批“一(yi)(yi)提雙優”創(chuang)新項目(mu)已經落(luo)地(di),實(shi)現(xian)(xian)(xian)了(le)(le)(le)井(jing)下膠帶機(ji)、泵房(fang)、變(bian)(bian)(bian)電(dian)所、地(di)面(mian)煤(mei)場遠程遙(yao)控,減(jian)少(shao)崗位工(gong)(gong)(gong)29人(ren)(ren)。做到(dao)了(le)(le)(le)生(sheng)產(chan)(chan)管控可(ke)視(shi)化(hua)(hua)(hua),監測監控全息化(hua)(hua)(hua)、故(gu)障(zhang)診斷(duan)智(zhi)(zhi)能(neng)化(hua)(hua)(hua)、礦(kuang)山開(kai)(kai)(kai)采(cai)(cai)智(zhi)(zhi)慧化(hua)(hua)(hua)。

推行精(jing)細化管理,放大了企業(ye)管理效能(neng),樹立了企業(ye)品牌,公司先(xian)后被(bei)授予“國(guo)家一級安(an)(an)全(quan)生產標準(zhun)化礦(kuang)井”“特級安(an)(an)全(quan)高效礦(kuang)井”,“忻(xin)州市煤炭工作先(xian)進集體”,“能(neng)源集團先(xian)進單(dan)位”、“集團公司文(wen)明(ming)單(dan)位”、保德(de)縣“五一”勞動獎狀等榮譽稱號。
