二、思想引領、卓越執行,夯實精細高效安全管控模式
“四個始終(zhong)堅持”引領(ling)下的(de)肥礦安全生產(chan)工作(zuo)內(nei)涵(han)豐(feng)富,輔以(yi)上下思想統一、卓越執行(xing),使其(qi)更具生命力、更富實效性。
(一)始終堅持正確的(de)理(li)念引(yin)領。在省(sheng)委省(sheng)政府和(he)能源集團(tuan)領導下(xia),肥礦雖然通過改(gai)革重組活(huo)了過來,但體量小、底子薄(bo)、負擔重、造血能力差、質量標準化欠(qian)賬(zhang)大(da)的(de)現狀(zhuang)并無質的(de)改(gai)觀(guan),肥礦依然十(shi)分孱弱。尤其是安(an)全(quan)(quan)生產上,更是出不(bu)得半(ban)點問題,否則就是滅頂之(zhi)災、滅企(qi)之(zhi)災。面對這種現狀(zhuang),在安(an)全(quan)(quan)生產上我們不(bu)搞花(hua)架子,不(bu)提大(da)口號,不(bu)多(duo)講(jiang)大(da)道理(li),而(er)是系統講(jiang)、反復(fu)講(jiang)“安(an)全(quan)(quan)是穩(wen)中(zhong)之(zhi)穩(wen)”“端安(an)全(quan)(quan)碗、吃安(an)全(quan)(quan)飯、掙安(an)全(quan)(quan)錢(qian)”“安(an)全(quan)(quan)是保家工(gong)程(cheng)”等樸(pu)實、接(jie)地(di)氣的(de)安(an)全(quan)(quan)理(li)念,并利用近半(ban)年的(de)時(shi)間開展“安(an)全(quan)(quan)是穩(wen)中(zhong)之(zhi)穩(wen)”系列思考,配(pei)發10篇評論文(wen)章,每篇一個專題,引(yin)導職工(gong)深刻(ke)思考“怎么端穩(wen)安(an)全(quan)(quan)碗、吃好安(an)全(quan)(quan)飯、多(duo)掙安(an)全(quan)(quan)錢(qian)”“怎么樹(shu)牢紅線意識、底線思維(wei)”,把這些樸(pu)實的(de)安(an)全(quan)(quan)理(li)念化作員工(gong)群(qun)眾最真(zhen)實的(de)情感(gan)共鳴,成為自覺行(xing)動。

(四(si))始(shi)終堅持(chi)從(cong)(cong)嚴(yan)從(cong)(cong)實(shi)(shi)久(jiu)(jiu)(jiu)久(jiu)(jiu)(jiu)為功。堅持(chi)黨管安(an)(an)(an)(an)全(quan),落實(shi)(shi)“黨政同(tong)責(ze)、一崗(gang)雙(shuang)責(ze)、齊(qi)抓共(gong)管、失責(ze)追(zhui)責(ze)”安(an)(an)(an)(an)全(quan)生產(chan)(chan)責(ze)任(ren)體系,從(cong)(cong)嚴(yan)執行各層級各崗(gang)位安(an)(an)(an)(an)全(quan)生產(chan)(chan)責(ze)任(ren)制(zhi),管在日常(chang)(chang)、嚴(yan)在經(jing)常(chang)(chang),常(chang)(chang)態化、反復抓、抓反復,做到久(jiu)(jiu)(jiu)久(jiu)(jiu)(jiu)為功。一是(shi)按(an)照“穩中(zhong)求進、進中(zhong)求安(an)(an)(an)(an)”工(gong)作總基調(diao),對多年來行之有(you)效(xiao)(xiao)的安(an)(an)(an)(an)全(quan)生產(chan)(chan)工(gong)作制(zhi)度予以固化,對安(an)(an)(an)(an)全(quan)生產(chan)(chan)“十個體系”“雙(shuang)重預(yu)防”機制(zhi)建(jian)設(she)等有(you)效(xiao)(xiao)做法予以繼承和(he)(he)完(wan)善(shan)。二(er)是(shi)成立安(an)(an)(an)(an)全(quan)生產(chan)(chan)稽(ji)查(cha)(cha)小(xiao)分隊,開展點穴式安(an)(an)(an)(an)全(quan)稽(ji)查(cha)(cha),補短板、抓“活魚”,解剖反面案例,倒追(zhui)倒查(cha)(cha)、向前追(zhui)溯,釋放(fang)嚴(yan)抓安(an)(an)(an)(an)全(quan)、持(chi)續從(cong)(cong)嚴(yan)的鮮明信號。三是(shi)實(shi)(shi)施礦班子成員和(he)(he)安(an)(an)(an)(an)監(jian)處管理(li)人員安(an)(an)(an)(an)全(quan)生產(chan)(chan)履職量化考(kao)評,分別規定26項(xiang)、25項(xiang)量化考(kao)評項(xiang)目,每月對比(bi)分析、公開通報(bao)。四(si)是(shi)開展會診式、幫扶式、準(zhun)入式等特色安(an)(an)(an)(an)全(quan)檢查(cha)(cha),提高(gao)檢查(cha)(cha)的針對性、實(shi)(shi)效(xiao)(xiao)性。五是(shi)實(shi)(shi)施《安(an)(an)(an)(an)全(quan)生產(chan)(chan)通報(bao)》制(zhi)度,突出主(zhu)責(ze)主(zhu)業和(he)(he)直接責(ze)任(ren)者,嚴(yan)格問題追(zhui)責(ze)考(kao)核;實(shi)(shi)施《安(an)(an)(an)(an)全(quan)生產(chan)(chan)聚(ju)焦(jiao)》制(zhi)度,聚(ju)焦(jiao)內外部(bu)安(an)(an)(an)(an)全(quan)生產(chan)(chan)好經(jing)驗(yan)、好做法,正向引(yin)導,激發全(quan)員創(chuang)新活力。
三、兼容并蓄、典型引領,有效激發企業安全發展新活力
今年(nian)(nian)(nian)以(yi)(yi)來(lai),肥礦(kuang)(kuang)(kuang)在(zai)(zai)“四個(ge)始終堅持(chi)”引領(ling)下(xia),對(dui)內苦練安(an)全(quan)生(sheng)產(chan)(chan)管(guan)(guan)(guan)理內功,對(dui)外積極對(dui)標學習、自我(wo)提(ti)(ti)升(sheng)(sheng),安(an)全(quan)生(sheng)產(chan)(chan)工(gong)(gong)作步(bu)入健康可持(chi)續發展“快車(che)道(dao)”。一(yi)(yi)是(shi)(shi)(shi)“安(an)全(quan)是(shi)(shi)(shi)穩(wen)(wen)中之穩(wen)(wen)”成為企業共(gong)識(shi)。安(an)全(quan)是(shi)(shi)(shi)最大的(de)(de)(de)(de)政(zheng)治、最大的(de)(de)(de)(de)業績(ji)、最大的(de)(de)(de)(de)效(xiao)益、最好(hao)的(de)(de)(de)(de)形(xing)象。年(nian)(nian)(nian)初,肥礦(kuang)(kuang)(kuang)下(xia)發的(de)(de)(de)(de)第(di)一(yi)(yi)個(ge)文件(jian)就是(shi)(shi)(shi)安(an)全(quan)1號文件(jian),召(zhao)開的(de)(de)(de)(de)第(di)一(yi)(yi)個(ge)大型會議就是(shi)(shi)(shi)安(an)全(quan)工(gong)(gong)作會,研究(jiu)的(de)(de)(de)(de)第(di)一(yi)(yi)個(ge)事(shi)項就是(shi)(shi)(shi)安(an)全(quan)生(sheng)產(chan)(chan)工(gong)(gong)作。通過上半年(nian)(nian)(nian)的(de)(de)(de)(de)嚴抓嚴管(guan)(guan)(guan),有效(xiao)杜絕了重(zhong)傷以(yi)(yi)上工(gong)(gong)傷事(shi)故。二是(shi)(shi)(shi)“掙錢就掙安(an)全(quan)工(gong)(gong)資(zi)(zi)”成為全(quan)員目標。今年(nian)(nian)(nian)以(yi)(yi)來(lai),集團層面累計(ji)下(xia)礦(kuang)(kuang)(kuang)檢查(cha)(cha)1035人次,與(yu)去年(nian)(nian)(nian)同(tong)期基(ji)本(ben)持(chi)平;查(cha)(cha)處(chu)違章547起,同(tong)比(bi)(bi)降(jiang)(jiang)低12%;查(cha)(cha)處(chu)問(wen)題5162條,同(tong)比(bi)(bi)降(jiang)(jiang)低36%;考核罰款(kuan)361622元,同(tong)比(bi)(bi)降(jiang)(jiang)低64.2%。上級煤(mei)監(jian)部(bu)(bu)門(men)、能(neng)源管(guan)(guan)(guan)理部(bu)(bu)門(men)、地(di)方監(jian)管(guan)(guan)(guan)部(bu)(bu)門(men)對(dui)肥礦(kuang)(kuang)(kuang)總部(bu)(bu)及各礦(kuang)(kuang)(kuang)執法檢查(cha)(cha)46次,檢查(cha)(cha)頻次同(tong)比(bi)(bi)增(zeng)加50%,合計(ji)行政(zheng)罰款(kuan)同(tong)比(bi)(bi)降(jiang)(jiang)低11.4%。2019年(nian)(nian)(nian),在(zai)(zai)實(shi)現(xian)安(an)全(quan)生(sheng)產(chan)(chan)前提(ti)(ti)下(xia),我(wo)們(men)將力(li)(li)爭在(zai)(zai)崗職工(gong)(gong)年(nian)(nian)(nian)人均(jun)(jun)工(gong)(gong)資(zi)(zi)9.2萬元、增(zeng)幅12%以(yi)(yi)上,其中采(cai)掘職工(gong)(gong)力(li)(li)爭達到月均(jun)(jun)工(gong)(gong)資(zi)(zi)過萬元。三(san)是(shi)(shi)(shi)“一(yi)(yi)提(ti)(ti)雙(shuang)優(you)增(zeng)雙(shuang)效(xiao)”成為生(sheng)產(chan)(chan)自覺。上半年(nian)(nian)(nian),肥礦(kuang)(kuang)(kuang)整體回采(cai)工(gong)(gong)效(xiao)同(tong)比(bi)(bi)提(ti)(ti)升(sheng)(sheng)6.3%,掘進工(gong)(gong)效(xiao)同(tong)比(bi)(bi)提(ti)(ti)升(sheng)(sheng)8.05%;去年(nian)(nian)(nian)10月投產(chan)(chan)、今年(nian)(nian)(nian)3月停(ting)采(cai)的(de)(de)(de)(de)白莊煤(mei)礦(kuang)(kuang)(kuang)9802薄煤(mei)層智能(neng)化(hua)高效(xiao)綜采(cai)工(gong)(gong)作面,直接工(gong)(gong)每(mei)班(ban)減少(shao)7人,人均(jun)(jun)工(gong)(gong)效(xiao)增(zeng)幅87.3%,每(mei)月減少(shao)人工(gong)(gong)成本(ben)16.6萬元,顯示出(chu)“一(yi)(yi)提(ti)(ti)雙(shuang)優(you)”的(de)(de)(de)(de)巨大威力(li)(li)。目前,梁寶(bao)寺煤(mei)礦(kuang)(kuang)(kuang)大采(cai)高綜放智能(neng)化(hua)工(gong)(gong)作面已安(an)裝完畢,正組織試運行。6月28日(ri),我(wo)們(men)在(zai)(zai)陳蠻莊煤(mei)礦(kuang)(kuang)(kuang)召(zhao)開了標準化(hua)暨“雙(shuang)效(xiao)”提(ti)(ti)升(sheng)(sheng)推進會,效(xiao)果(guo)良好(hao)。
