為深入(ru)開展安(an)全(quan)生產(chan)攻堅(jian)行動,近期(qi)以來,玻纖集團以三個“強化”為切入(ru)點,全(quan)面排查、辨識、評估安(an)全(quan)風險,落實(shi)風險管(guan)控(kong)責任,夯實(shi)安(an)全(quan)管(guan)理基(ji)礎,構建(jian)起安(an)全(quan)生產(chan)防護(hu)“堡壘(lei)”。
強化精益管理,提升標準水平
安(an)全(quan)生(sheng)產(chan)是企業(ye)生(sheng)存發展的(de)基石。玻纖集(ji)(ji)團將7S精益(yi)管(guan)(guan)(guan)理(li)和車(che)間、班組(zu)標(biao)(biao)(biao)準化建設有機結合,利用互聯(lian)(lian)網(wang)、物聯(lian)(lian)網(wang)技術手段,對安(an)全(quan)風險(xian)管(guan)(guan)(guan)控(kong)措施進行梳(shu)理(li)修(xiu)訂,建立企業(ye)風險(xian)、隱(yin)患排查及標(biao)(biao)(biao)準化評分(fen)標(biao)(biao)(biao)準庫,按(an)照現場管(guan)(guan)(guan)理(li)目視(shi)化、基礎管(guan)(guan)(guan)理(li)標(biao)(biao)(biao)準化要(yao)求,形(xing)成集(ji)(ji)風險(xian)分(fen)級(ji)管(guan)(guan)(guan)控(kong)、隱(yin)患排查治理(li)、安(an)全(quan)生(sheng)產(chan)標(biao)(biao)(biao)準化管(guan)(guan)(guan)理(li)“三(san)位一體”的(de)管(guan)(guan)(guan)理(li)體系。同時,根據生(sheng)產(chan)實際(ji),制(zhi)定完善應急救援預案(an),做到由(you)過(guo)去的(de)被動(dong)防事故向(xiang)主動(dong)防隱(yin)患轉變(bian),實現了關口前移(yi)、預防為主的(de)安(an)全(quan)工作格(ge)局。
強化現場管控,筑牢安全防線
“安(an)全(quan)(quan)(quan)(quan)(quan)隱患(huan)無小事”。該公司始終遵循“全(quan)(quan)(quan)(quan)(quan)面兼顧,重點(dian)防(fang)范,帶班(ban)(ban)在現(xian)(xian)場,解(jie)決(jue)在現(xian)(xian)場”的原則,嚴(yan)格落實(shi)領導班(ban)(ban)子成(cheng)員蹲點(dian)值守(shou)和24小時值班(ban)(ban)制度,強化安(an)全(quan)(quan)(quan)(quan)(quan)“網格化”管理(li),實(shi)行(xing)車間(jian)兼職安(an)全(quan)(quan)(quan)(quan)(quan)員制度,突出(chu)薄弱(ruo)人員、薄弱(ruo)時間(jian)、薄弱(ruo)地點(dian)“三管控(kong)”。此外,根(gen)據生產車間(jian)性質和特點(dian),成(cheng)立(li)專項安(an)全(quan)(quan)(quan)(quan)(quan)調查小組進行(xing)自查自糾、風險辨識,各(ge)安(an)全(quan)(quan)(quan)(quan)(quan)調查小組“因地制宜”實(shi)施分類安(an)全(quan)(quan)(quan)(quan)(quan)生產指導,合理(li)有序組織安(an)全(quan)(quan)(quan)(quan)(quan)生產,從嚴(yan)從實(shi)從細(xi)抓好安(an)全(quan)(quan)(quan)(quan)(quan)生產工作。
強化隱患排查,壓實管理責任
為(wei)強化(hua)“安(an)全(quan)(quan)(quan)生產(chan),人人有責”安(an)全(quan)(quan)(quan)理(li)(li)念(nian),該公司實(shi)施“地毯(tan)式”排查(cha)活動(dong)(dong),廣泛(fan)動(dong)(dong)員全(quan)(quan)(quan)員參(can)與“安(an)全(quan)(quan)(quan)隱(yin)患隨手拍”活動(dong)(dong),主動(dong)(dong)對身邊的(de)安(an)全(quan)(quan)(quan)隱(yin)患進(jin)行(xing)(xing)自主排查(cha)整改。嚴(yan)巡查(cha)重落實(shi),對查(cha)出的(de)各種安(an)全(quan)(quan)(quan)隱(yin)患進(jin)行(xing)(xing)登記、建檔,按照(zhao)“誰主管誰負(fu)責”的(de)原則(ze),掛牌督辦,定(ding)向“銷(xiao)號(hao)”,定(ding)期開展“回頭看”行(xing)(xing)動(dong)(dong),時(shi)刻保(bao)持安(an)全(quan)(quan)(quan)管理(li)(li)的(de)高壓(ya)態(tai)勢。同(tong)時(shi),對執行(xing)(xing)不(bu)力、整改不(bu)到位的(de)相關責任人和單位進(jin)行(xing)(xing)嚴(yan)肅處(chu)理(li)(li),保(bao)持安(an)全(quan)(quan)(quan)管理(li)(li)的(de)高壓(ya)態(tai)勢,筑牢安(an)全(quan)(quan)(quan)生產(chan)防線。(李國慶)
