龍礦集團望田煤業:標準精細抓管理 技術創新鑄品牌

望(wang)田煤(mei)業(ye)是(shi)龍礦集團在山西投資建設(she)的第三對礦井(jing),核(he)定生(sheng)產(chan)能(neng)力120萬(wan)噸/年(nian)(nian),2011年(nian)(nian)7月開(kai)始技改,2014年(nian)(nian)建成(cheng)投產(chan),2016年(nian)(nian)跨入特(te)級高(gao)產(chan)高(gao)效礦井(jing)序(xu)列,2018年(nian)(nian)6月順利通過(guo)(guo)國家一級安全(quan)生(sheng)產(chan)標準化(hua)礦井(jing)驗收。2019年(nian)(nian)5月建成(cheng)山西省的第二個(ge)薄煤(mei)層(ceng)智能(neng)化(hua)工作(zuo)(zuo)面。近年(nian)(nian)來(lai),望(wang)田煤(mei)業(ye)以(yi)建設(she)“安全(quan)高(gao)效礦井(jing)”目標為(wei)引(yin)領,以(yi)精(jing)細(xi)(xi)化(hua)管(guan)(guan)理(li)(li)(li)作(zuo)(zuo)為(wei)提升礦井(jing)高(gao)質量發展(zhan)的第一選擇,創(chuang)新(xin)開(kai)展(zhan)精(jing)細(xi)(xi)管(guan)(guan)理(li)(li)(li)模(mo)式(shi),將精(jing)細(xi)(xi)化(hua)管(guan)(guan)理(li)(li)(li)理(li)(li)(li)念貫穿(chuan)整個(ge)安全(quan)生(sheng)產(chan)經營(ying)管(guan)(guan)理(li)(li)(li)的全(quan)過(guo)(guo)程(cheng),做到“事(shi)事(shi)有(you)(you)人(ren)管(guan)(guan)、人(ren)人(ren)有(you)(you)事(shi)管(guan)(guan)、管(guan)(guan)理(li)(li)(li)有(you)(you)標準、操作(zuo)(zuo)有(you)(you)規(gui)范”的管(guan)(guan)理(li)(li)(li)格局,形成(cheng)具有(you)(you)望(wang)田特(te)色的精(jing)細(xi)(xi)化(hua)管(guan)(guan)理(li)(li)(li)模(mo)式(shi)。

一、將精(jing)細(xi)化融入安全(quan)管理,在打造價值認(ren)同和標準規(gui)范中引(yin)領安全(quan)發(fa)展

安(an)全是煤礦的(de)“天(tian)字號”大(da)事。我(wo)們在(zai)加強(qiang)京广航影视建設的(de)大(da)環境下,積極(ji)培育和發(fa)展以人為(wei)(wei)本,安(an)全為(wei)(wei)首的(de)安(an)全文(wen)(wen)化,以文(wen)(wen)化為(wei)(wei)引領,牢樹“一(yi)個理念”,構建“三個體系”,解決“三個問題(ti)”,用文(wen)(wen)化鑄造(zao)安(an)全盾牌,形成(cheng)精細化管理共識,實(shi)現了員工家(jia)庭幸福(fu)與企業(ye)經濟(ji)效益的(de)同步(bu)發(fa)展。

1.牢樹“一個理(li)念”。就是“讓標(biao)(biao)(biao)準(zhun)成為(wei)習慣,讓習慣符合(he)標(biao)(biao)(biao)準(zhun)”的(de)(de)(de)標(biao)(biao)(biao)準(zhun)化(hua)理(li)念。一是做到(dao)(dao)文化(hua)理(li)念培育與員(yuan)(yuan)工(gong)價值行(xing)(xing)為(wei)的(de)(de)(de)統(tong)一。把(ba)員(yuan)(yuan)工(gong)的(de)(de)(de)“良心活(huo)”提升為(wei)員(yuan)(yuan)工(gong)的(de)(de)(de)“規范(fan)活(huo)”,把(ba)員(yuan)(yuan)工(gong)的(de)(de)(de)感恩行(xing)(xing)為(wei)固化(hua)為(wei)操作(zuo)標(biao)(biao)(biao)準(zhun),使(shi)(shi)精(jing)細(xi)管(guan)(guan)理(li)文化(hua)更容易、更自覺地(di)被廣大員(yuan)(yuan)工(gong)所理(li)解(jie)和接受。二是做到(dao)(dao)管(guan)(guan)理(li)目(mu)標(biao)(biao)(biao)與員(yuan)(yuan)工(gong)需(xu)求的(de)(de)(de)統(tong)一。在(zai)(zai)標(biao)(biao)(biao)準(zhun)管(guan)(guan)理(li)、規范(fan)管(guan)(guan)理(li)的(de)(de)(de)基(ji)礎上(shang)(shang),我們(men)通過(guo)實施人(ren)本管(guan)(guan)理(li),引入親情(qing)元素(su),改善員(yuan)(yuan)工(gong)心智模式,讓員(yuan)(yuan)工(gong)在(zai)(zai)物質上(shang)(shang)受益、精(jing)神上(shang)(shang)滿足,使(shi)(shi)企(qi)業(ye)經營發展目(mu)標(biao)(biao)(biao)體現員(yuan)(yuan)工(gong)的(de)(de)(de)意(yi)愿,轉化(hua)為(wei)廣大員(yuan)(yuan)工(gong)的(de)(de)(de)統(tong)一目(mu)標(biao)(biao)(biao)并愿意(yi)為(wei)此去努力,做到(dao)(dao)落(luo)實工(gong)作(zuo)無盲點,使(shi)(shi)富(fu)有特色的(de)(de)(de)精(jing)細(xi)管(guan)(guan)理(li)文化(hua)在(zai)(zai)公(gong)司落(luo)地(di)生(sheng)根、開(kai)花結果。

2.構建(jian)(jian)“三(san)個(ge)體(ti)(ti)系(xi)”。一是(shi)著力(li)(li)構建(jian)(jian)“安(an)(an)全(quan)(quan)(quan)(quan)(quan)精(jing)細(xi)(xi)管(guan)(guan)(guan)(guan)理(li)責(ze)任(ren)體(ti)(ti)系(xi)”將(jiang)(jiang)《安(an)(an)全(quan)(quan)(quan)(quan)(quan)精(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li)標(biao)準(zhun)》分解到(dao)(dao)專業(ye),規(gui)(gui)范(fan)到(dao)(dao)班(ban)組(zu)(zu),細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)到(dao)(dao)崗(gang)(gang)(gang)位(wei)(wei)(wei),現場(chang)管(guan)(guan)(guan)(guan)理(li)人(ren)員目(mu)標(biao)明(ming)確、分工(gong)(gong)細(xi)(xi)致、指導到(dao)(dao)位(wei)(wei)(wei)、考(kao)核嚴(yan)(yan)格;崗(gang)(gang)(gang)位(wei)(wei)(wei)操作人(ren)員標(biao)準(zhun)熟悉(xi)、責(ze)任(ren)清(qing)楚(chu)、行(xing)(xing)為規(gui)(gui)范(fan)、操作熟練,做(zuo)到(dao)(dao)“上標(biao)準(zhun)崗(gang)(gang)(gang),干標(biao)準(zhun)活”,形成(cheng)了(le)從上到(dao)(dao)下(xia)逐(zhu)級落實、層層負(fu)責(ze)的(de)(de)標(biao)準(zhun)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li)體(ti)(ti)系(xi)。二是(shi)著力(li)(li)構建(jian)(jian)“安(an)(an)全(quan)(quan)(quan)(quan)(quan)德(de)善文化(hua)(hua)(hua)(hua)(hua)體(ti)(ti)系(xi)”。扎實踐行(xing)(xing)“尊嚴(yan)(yan)文化(hua)(hua)(hua)(hua)(hua)”,把“德(de)善文化(hua)(hua)(hua)(hua)(hua)”融(rong)匯(hui)到(dao)(dao)“尊嚴(yan)(yan)文化(hua)(hua)(hua)(hua)(hua)”之中(zhong),大(da)力(li)(li)倡樹(shu)抓(zhua)好安(an)(an)全(quan)(quan)(quan)(quan)(quan)就是(shi)積德(de)行(xing)(xing)善,實現安(an)(an)全(quan)(quan)(quan)(quan)(quan)生產(chan)就是(shi)讓職(zhi)工(gong)(gong)享受(shou)最(zui)大(da)尊嚴(yan)(yan)的(de)(de)精(jing)神。全(quan)(quan)(quan)(quan)(quan)礦副科級以(yi)上管(guan)(guan)(guan)(guan)理(li)人(ren)員輪流(liu)到(dao)(dao)區(qu)(qu)(qu)(qu)隊宣講,通過班(ban)前(qian)會、談(tan)心(xin)、聊天等不同方式(shi)傳(chuan)播(bo)精(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li)與(yu)區(qu)(qu)(qu)(qu)隊效益(yi)(yi)(yi)、安(an)(an)全(quan)(quan)(quan)(quan)(quan)生產(chan)之間的(de)(de)關系(xi),將(jiang)(jiang)其作為轉變(bian)(bian)作風、改變(bian)(bian)員工(gong)(gong)的(de)(de)心(xin)智模式(shi)、矯正不安(an)(an)全(quan)(quan)(quan)(quan)(quan)行(xing)(xing)為習慣的(de)(de)切入點和突破口,逐(zhu)步培養職(zhi)工(gong)(gong)的(de)(de)精(jing)細(xi)(xi)操作意(yi)識,掌握安(an)(an)全(quan)(quan)(quan)(quan)(quan)知(zhi)識,提高操作技能(neng),最(zui)大(da)限(xian)度的(de)(de)滿足安(an)(an)全(quan)(quan)(quan)(quan)(quan)生產(chan)的(de)(de)需要。三(san)是(shi)著力(li)(li)構建(jian)(jian)“班(ban)組(zu)(zu)精(jing)細(xi)(xi)管(guan)(guan)(guan)(guan)理(li)體(ti)(ti)系(xi)”。在實施精(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li)過程中(zhong),公司(si)劃小(xiao)核算單位(wei)(wei)(wei)、把班(ban)組(zu)(zu)建(jian)(jian)設作為保安(an)(an)全(quan)(quan)(quan)(quan)(quan)、降成(cheng)本、提質(zhi)量、創效益(yi)(yi)(yi)、建(jian)(jian)文化(hua)(hua)(hua)(hua)(hua)的(de)(de)主抓(zhua)手,實施素質(zhi)提升工(gong)(gong)程,致力(li)(li)打造“員工(gong)(gong)自(zi)(zi)(zi)律、班(ban)組(zu)(zu)自(zi)(zi)(zi)主、區(qu)(qu)(qu)(qu)隊自(zi)(zi)(zi)控(kong)、崗(gang)(gang)(gang)位(wei)(wei)(wei)增(zeng)值(zhi)(zhi),精(jing)細(xi)(xi)管(guan)(guan)(guan)(guan)理(li)”的(de)(de)班(ban)組(zu)(zu)管(guan)(guan)(guan)(guan)理(li)模式(shi)。建(jian)(jian)立了(le)從員工(gong)(gong)到(dao)(dao)班(ban)組(zu)(zu)、區(qu)(qu)(qu)(qu)隊、專業(ye)、公司(si)五個(ge)層面自(zi)(zi)(zi)下(xia)而上的(de)(de)精(jing)益(yi)(yi)(yi)生產(chan)覆蓋體(ti)(ti)系(xi),規(gui)(gui)范(fan)了(le)100多個(ge)崗(gang)(gang)(gang)位(wei)(wei)(wei)工(gong)(gong)種精(jing)益(yi)(yi)(yi)生產(chan)操作流(liu)程,制定了(le)128個(ge)崗(gang)(gang)(gang)位(wei)(wei)(wei)操作規(gui)(gui)范(fan)。通過精(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)ABC三(san)卡對員工(gong)(gong)崗(gang)(gang)(gang)位(wei)(wei)(wei)進行(xing)(xing)價值(zhi)(zhi)考(kao)核,增(zeng)強(qiang)員工(gong)(gong)實現崗(gang)(gang)(gang)位(wei)(wei)(wei)增(zeng)值(zhi)(zhi)、個(ge)人(ren)價值(zhi)(zhi)的(de)(de)自(zi)(zi)(zi)覺(jue)性,使被管(guan)(guan)(guan)(guan)理(li)者成(cheng)為管(guan)(guan)(guan)(guan)理(li)的(de)(de)參與(yu)者,促進全(quan)(quan)(quan)(quan)(quan)員參與(yu)精(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li)。

3.解決(jue)(jue)“三個問(wen)(wen)題(ti)”:一(yi)(yi)是(shi)(shi)解決(jue)(jue)了(le)(le)難落(luo)實的(de)(de)問(wen)(wen)題(ti),建立起(qi)了(le)(le)“全(quan)(quan)(quan)礦-專業(ye)-單位(wei)(wei)-班組-個人(ren)”的(de)(de)五(wu)級(ji)(ji)精細(xi)(xi)化管理責(ze)任落(luo)實體系,按照一(yi)(yi)級(ji)(ji)帶著一(yi)(yi)級(ji)(ji)干(gan)(gan),一(yi)(yi)級(ji)(ji)做給一(yi)(yi)級(ji)(ji)看,一(yi)(yi)級(ji)(ji)抓一(yi)(yi)級(ji)(ji),一(yi)(yi)級(ji)(ji)為一(yi)(yi)級(ji)(ji)負責(ze)的(de)(de)工作機制(zhi),將責(ze)任落(luo)實到(dao)每(mei)一(yi)(yi)名員工,解決(jue)(jue)了(le)(le)安全(quan)(quan)(quan)精細(xi)(xi)管理難落(luo)實的(de)(de)問(wen)(wen)題(ti)。二是(shi)(shi)解決(jue)(jue)了(le)(le)統一(yi)(yi)協(xie)調難的(de)(de)問(wen)(wen)題(ti)。各方力量得到(dao)協(xie)同(tong),內耗大大減少,管理質量和效率得到(dao)大幅度提高,解決(jue)(jue)了(le)(le)安全(quan)(quan)(quan)管理協(xie)同(tong)脫節的(de)(de)問(wen)(wen)題(ti)。三是(shi)(shi)解決(jue)(jue)了(le)(le)獎懲(cheng)激勵發(fa)揮(hui)(hui)不(bu)到(dao)位(wei)(wei)的(de)(de)問(wen)(wen)題(ti)。通(tong)過實施安全(quan)(quan)(quan)切塊工資(zi),激發(fa)了(le)(le)干(gan)(gan)部(bu)員工的(de)(de)積極性(xing),使安全(quan)(quan)(quan)獎懲(cheng)手段發(fa)揮(hui)(hui)出最大效力,解決(jue)(jue)了(le)(le)安全(quan)(quan)(quan)獎懲(cheng)激勵效力不(bu)高的(de)(de)問(wen)(wen)題(ti)。

二、將精細化融入現(xian)場(chang)管理,在推進(jin)安全(quan)生產標準化建設中打(da)造精品(pin)工程

精細化(hua)管理(li)的(de)落腳點是(shi)(shi)現(xian)場(chang)(chang),現(xian)場(chang)(chang)管理(li)是(shi)(shi)企業(ye)管理(li)的(de)根本,更(geng)是(shi)(shi)企業(ye)的(de)效益所在。在現(xian)場(chang)(chang)管理(li)上我們創新(xin)工作(zuo)思路,突出(chu)“一個中心”、打造“兩大工程”、強化(hua)“三個注重”,實現(xian)了安全生產精細化(hua)。

1.突出(chu)“一(yi)個(ge)中(zhong)心(xin)”。即突出(chu)安全(quan)生(sheng)產標(biao)準化(hua)為(wei)中(zhong)心(xin)。一(yi)是抓(zhua)標(biao)準。公司(si)制定精(jing)(jing)品(pin)標(biao)準,推(tui)進“巷(xiang)道一(yi)次成型(xing)、工(gong)作一(yi)次達(da)標(biao)、質(zhi)(zhi)量一(yi)勞永逸”,全(quan)力(li)打造“精(jing)(jing)品(pin)工(gong)程(cheng)(cheng)”;從(cong)管(guan)(guan)理干部到(dao)現場職工(gong),人人都(dou)管(guan)(guan)事(shi)、事(shi)事(shi)有人管(guan)(guan)、事(shi)事(shi)有標(biao)準,真正(zheng)達(da)到(dao)“ 樹一(yi)個(ge)樣板,帶一(yi)批精(jing)(jing)品(pin)” 的(de)目的(de)。二是抓(zhua)細(xi)節(jie)。從(cong)源頭抓(zhua)起,從(cong)細(xi)節(jie)抓(zhua)起,對每(mei)件事(shi)、每(mei)個(ge)過(guo)程(cheng)(cheng)、每(mei)道工(gong)序(xu),都(dou)做到(dao)嚴格控制、考核和監督,如(ru)管(guan)(guan)線(xian)吊(diao)掛用尺具量、軌道敷設用卡具、錨桿安裝(zhuang)拉線(xian)繩等,每(mei)項施工(gong)都(dou)按照對標(biao)管(guan)(guan)理的(de)原則嚴格把關,做到(dao)標(biao)準更高,要求更嚴,確保工(gong)程(cheng)(cheng)質(zhi)(zhi)量、工(gong)作質(zhi)(zhi)量、文(wen)明生(sheng)產保持靜態、動態、常態達(da)標(biao)。三是重實效(xiao)。在采(cai)(cai)、掘、機、運(yun)、通各系統(tong)內在質(zhi)(zhi)量達(da)標(biao)的(de)基礎上,推(tui)行精(jing)(jing)細(xi)化(hua)管(guan)(guan)理“ 十化(hua)” 作業。即:“采(cai)(cai)掘質(zhi)(zhi)量精(jing)(jing)品(pin)化(hua)、班(ban)組崗位示范化(hua)、設備安裝(zhuang)精(jing)(jing)細(xi)化(hua)、安全(quan)監控數字化(hua)、系統(tong)運(yun)轉(zhuan)自動化(hua)、煤炭開采(cai)(cai)智能化(hua)、牌板標(biao)識規(gui)范化(hua)、管(guan)(guan)線(xian)吊(diao)掛直線(xian)化(hua)、物料碼(ma)放定置化(hua)、設備管(guan)(guan)理編碼(ma)化(hua)”,以優質(zhi)(zhi)的(de)精(jing)(jing)品(pin)工(gong)程(cheng)(cheng)助推(tui)安全(quan)生(sheng)產。上半年公司(si)實現了零(ling)工(gong)傷和非人身事(shi)故(gu)零(ling)目標(biao)。

去年6月(yue)份(fen),順利通過了(le)國家一級標準化礦(kuang)井驗收(shou),得(de)到驗收(shou)組(zu)領導“望田可作安(an)全(quan)生產標準化樣板礦(kuang)”的一致贊譽(yu)(yu),為能源集團爭得(de)了(le)榮譽(yu)(yu),樹立(li)了(le)企(qi)業品牌。

2.打造(zao)“兩(liang)大(da)工(gong)(gong)程(cheng)”:即(ji)平安(an)(an)工(gong)(gong)程(cheng)和(he)自(zi)(zi)主保(bao)安(an)(an)工(gong)(gong)程(cheng)。一(yi)是打造(zao)安(an)(an)全(quan)生(sheng)產(chan)精(jing)細化平安(an)(an)工(gong)(gong)程(cheng)。為員工(gong)(gong)創造(zao)安(an)(an)全(quan)生(sheng)產(chan)環(huan)境(jing),取(qu)消夜班(ban),努力把(ba)員工(gong)(gong)從危險環(huan)境(jing)和(he)繁重勞動中解(jie)放出來,徹底消滅薄弱班(ban)次的(de)安(an)(an)全(quan)隱患(huan)(huan),充分體現(xian)真正意義上的(de)“以(yi)人(ren)(ren)(ren)為本”內涵。同(tong)時(shi),取(qu)消夜班(ban)之后,減(jian)少(shao)現(xian)場作業人(ren)(ren)(ren)員達(da)76人(ren)(ren)(ren),我們用提高效率的(de)方式彌(mi)補原(yuan)煤產(chan)量和(he)掘進(jin)進(jin)尺(chi),保(bao)持(chi)(chi)單(dan)產(chan)單(dan)進(jin)水平不(bu)降(jiang)低。掘進(jin)延米效率不(bu)降(jiang)反升(sheng),提高了40%。二(er)是打造(zao)安(an)(an)全(quan)生(sheng)產(chan)精(jing)細化全(quan)員自(zi)(zi)主保(bao)安(an)(an)工(gong)(gong)程(cheng)。開(kai)展“崗位(wei)(wei)(wei)雙述”活動,在全(quan)礦(kuang)所(suo)有工(gong)(gong)種、崗位(wei)(wei)(wei)中,堅持(chi)(chi)落實(shi)手指口述的(de)基礎上,推行(xing)崗位(wei)(wei)(wei)描述,讓職工(gong)(gong)對自(zi)(zi)己(ji)崗位(wei)(wei)(wei)的(de)職責范(fan)圍、工(gong)(gong)作標準(zhun)、崗位(wei)(wei)(wei)技(ji)能(neng)、設備(bei)性(xing)能(neng)、崗位(wei)(wei)(wei)環(huan)境(jing)、事故預(yu)防做到(dao)正確無誤(wu)的(de)描述,以(yi)實(shi)現(xian)人(ren)(ren)(ren)的(de)注(zhu)意力和(he)物的(de)安(an)(an)全(quan)管理高度一(yi)致,從而達(da)到(dao)避免違章、消除隱患(huan)(huan)、杜絕事故,保(bao)障施工(gong)(gong)及(ji)操(cao)作安(an)(an)全(quan)的(de)目的(de),從根本提高職工(gong)(gong)自(zi)(zi)主保(bao)安(an)(an)意識(shi)、正規(gui)操(cao)作意識(shi)。

3.強化(hua)“三個注(zhu)重”:一(yi)(yi)是注(zhu)重規(gui)范(fan)(fan)(fan)(fan)現場(chang)操作(zuo)(zuo)行(xing)為,開(kai)展“全(quan)(quan)員(yuan)行(xing)為規(gui)范(fan)(fan)(fan)(fan)整治”活動(dong),從員(yuan)工(gong)(gong)著裝、行(xing)走、禮節、用語等基礎要領入手,規(gui)范(fan)(fan)(fan)(fan)井(jing)上、下員(yuan)工(gong)(gong)的(de)(de)(de)行(xing)為,促使全(quan)(quan)員(yuan)自覺地(di)按標(biao)準作(zuo)(zuo)業,正規(gui)操作(zuo)(zuo),上標(biao)準崗,干標(biao)準活,養成良好(hao)的(de)(de)(de)行(xing)為習慣。自開(kai)展精(jing)細(xi)化(hua)管(guan)理工(gong)(gong)作(zuo)(zuo)以來,公司(si)現場(chang)規(gui)范(fan)(fan)(fan)(fan)操作(zuo)(zuo)的(de)(de)(de)人(ren)(ren)多(duo)(duo)了(le)(le)(le),誤操作(zuo)(zuo)的(de)(de)(de)人(ren)(ren)少了(le)(le)(le);講標(biao)準的(de)(de)(de)人(ren)(ren)多(duo)(duo)了(le)(le)(le),蠻干的(de)(de)(de)人(ren)(ren)少了(le)(le)(le);自我學習提(ti)(ti)升(sheng)的(de)(de)(de)人(ren)(ren)多(duo)(duo)了(le)(le)(le),落(luo)后退(tui)步(bu)的(de)(de)(de)人(ren)(ren)少了(le)(le)(le)”,員(yuan)工(gong)(gong)“三違(wei)”次(ci)數明顯減少,公司(si)實現了(le)(le)(le)安全(quan)(quan)生產。二(er)是注(zhu)重加大日常檢(jian)(jian)(jian)查(cha)力度,堅(jian)持動(dong)態檢(jian)(jian)(jian)查(cha)和(he)綜(zong)合檢(jian)(jian)(jian)查(cha)相結合現場(chang)精(jing)細(xi)化(hua)貴(gui)在(zai)堅(jian)持、常抓不懈。堅(jian)持日常檢(jian)(jian)(jian)查(cha)和(he)動(dong)態檢(jian)(jian)(jian)查(cha)相結合,檢(jian)(jian)(jian)查(cha)覆蓋率達到(dao)100%。同時(shi),不定期組(zu)織各種(zhong)專項檢(jian)(jian)(jian)查(cha),通過檢(jian)(jian)(jian)查(cha)進一(yi)(yi)步(bu)規(gui)范(fan)(fan)(fan)(fan)員(yuan)工(gong)(gong)現場(chang)操作(zuo)(zuo)行(xing)為,提(ti)(ti)高了(le)(le)(le)施工(gong)(gong)質量(liang),促進了(le)(le)(le)現場(chang)精(jing)細(xi)化(hua)工(gong)(gong)作(zuo)(zuo)。三是注(zhu)重典型(xing)引路,按照“典型(xing)引路,以點帶(dai)面,循序漸進,全(quan)(quan)面提(ti)(ti)高”的(de)(de)(de)工(gong)(gong)作(zuo)(zuo)方法,開(kai)展創建(jian)“精(jing)品(pin)工(gong)(gong)程(cheng)”、“精(jing)品(pin)峒室”、“精(jing)品(pin)巷道”、“精(jing)品(pin)工(gong)(gong)作(zuo)(zuo)面”創建(jian)活動(dong),以此(ci)帶(dai)動(dong)我礦標(biao)準化(hua)工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)整體提(ti)(ti)高。尋突破,促進現場(chang)精(jing)細(xi)化(hua)工(gong)(gong)作(zuo)(zuo)向縱深(shen)發展。精(jing)細(xi)管(guan)理激活了(le)(le)(le)企(qi)業管(guan)理的(de)(de)(de)積極因(yin)素,全(quan)(quan)面提(ti)(ti)升(sheng)了(le)(le)(le)企(qi)業管(guan)理水(shui)平和(he)綜(zong)合競爭力。公司(si)先后涌現出(chu)楊繼勇(yong)、方磊(lei)、劉(liu)靜友等一(yi)(yi)批能源集(ji)團(tuan)勞動(dong)模(mo)范(fan)(fan)(fan)(fan)。公司(si)有10多(duo)(duo)個班組(zu),20多(duo)(duo)名班組(zu)長,受到(dao)集(ji)團(tuan)公司(si)和(he)能源集(ji)團(tuan)表(biao)彰獎勵。

三、將精細化管理融入(ru)技術創新(xin),在加快“一提(ti)雙優(you)”建設中育生企業發展新(xin)動能(neng)

我(wo)們秉承(cheng)“創(chuang)(chuang)新(xin)、創(chuang)(chuang)造”智慧發展(zhan),用技術創(chuang)(chuang)新(xin)撬動轉(zhuan)型(xing)升級的(de)創(chuang)(chuang)新(xin)理念。依(yi)托“一個(ge)載體”、建立“二項機制”、注重“三個(ge)結合”,激發了(le)精細管(guan)理提升的(de)動力,推動了(le)企業高質量(liang)發展(zhan)變(bian)革。

1.依托“一個載(zai)體(ti)”:以創(chuang)新(xin)工(gong)作(zuo)室(shi)為載(zai)體(ti),發明(ming)創(chuang)造,技(ji)術(shu)攻關,培育人才(cai)。上半年,機(ji)運工(gong)區借助高技(ji)能人才(cai)創(chuang)新(xin)工(gong)作(zuo)室(shi)平臺(tai),完成創(chuang)新(xin)和改(gai)革項目10項,節約生產成本約35萬元。

2.建(jian)(jian)立(li)“二(er)項(xiang)(xiang)機(ji)(ji)制(zhi)”:一是創(chuang)(chuang)建(jian)(jian)激勵(li)機(ji)(ji)制(zhi),建(jian)(jian)立(li)了(le)完善(shan)的(de)(de)創(chuang)(chuang)新(xin)(xin)成(cheng)(cheng)果(guo)申報、立(li)項(xiang)(xiang)、評價(jia)、推廣機(ji)(ji)制(zhi),設立(li)“創(chuang)(chuang)新(xin)(xin)獎(jiang)(jiang)勵(li)基金”,根據成(cheng)(cheng)果(guo)評價(jia)等(deng)級和推廣經(jing)濟效益(yi),對(dui)項(xiang)(xiang)目(mu)研(yan)發人(ren)分(fen)別給予(yu)3000元(yuan)至1萬元(yuan)的(de)(de)重獎(jiang)(jiang),對(dui)創(chuang)(chuang)新(xin)(xin)工(gong)作(zuo)特殊貢獻者(zhe)每月給予(yu)1000元(yuan)的(de)(de)津貼,營造了(le)濃厚的(de)(de)創(chuang)(chuang)新(xin)(xin)氛圍,讓(rang)大(da)家重創(chuang)(chuang)新(xin)(xin)、能創(chuang)(chuang)新(xin)(xin)、會創(chuang)(chuang)新(xin)(xin)。二(er)是人(ren)才培(pei)養(yang)機(ji)(ji)制(zhi),通過名(ming)師引領、團(tuan)隊合作(zuo),撬動“創(chuang)(chuang)新(xin)(xin)意(yi)識”“智慧理(li)念”,培(pei)育了(le)一大(da)批技(ji)(ji)術(shu)骨干,使創(chuang)(chuang)新(xin)(xin)工(gong)作(zuo)室成(cheng)(cheng)為培(pei)養(yang)人(ren)才和創(chuang)(chuang)新(xin)(xin)項(xiang)(xiang)目(mu)的(de)(de)“孵化器”。僅(jin)綜采(cai)隊一個(ge)創(chuang)(chuang)新(xin)(xin)工(gong)作(zuo)室就培(pei)養(yang)出了(le)兩名(ming)區隊管理(li)干部(bu)和6名(ming)班組長,創(chuang)(chuang)新(xin)(xin)28項(xiang)(xiang),創(chuang)(chuang)效達300多(duo)萬元(yuan)。公司2019年(nian)上(shang)半年(nian)完成(cheng)(cheng)創(chuang)(chuang)新(xin)(xin)項(xiang)(xiang)目(mu)27個(ge),創(chuang)(chuang)造直接經(jing)濟效益(yi)達2639萬元(yuan)。“采(cai)空區下近(jin)距離煤層安全(quan)開采(cai)技(ji)(ji)術(shu)研(yan)究與實踐(jian)”、“山西望田(tian)煤系(xi)地層沉積(ji)演化及聚煤規律研(yan)究”,兩項(xiang)(xiang)研(yan)究成(cheng)(cheng)果(guo)達到了(le)國(guo)內領先和國(guo)際(ji)領先水平(ping)。

3.注(zhu)(zhu)重(zhong)“三個結(jie)合(he)(he)”:一(yi)是注(zhu)(zhu)重(zhong)與(yu)安(an)(an)(an)全(quan)生(sheng)產(chan)(chan)相(xiang)結(jie)合(he)(he),著力構建(jian)科技(ji)支(zhi)撐體系(xi),針對影響威脅安(an)(an)(an)全(quan)生(sheng)產(chan)(chan)的(de)(de)突(tu)出問題(ti),進(jin)(jin)行科技(ji)攻關(guan),有(you)效(xiao)(xiao)(xiao)地提(ti)(ti)高了(le)(le)現(xian)場(chang)安(an)(an)(an)全(quan)科技(ji)保(bao)障(zhang)能(neng)力。無人(ren)(ren)(ren)(ren)(ren)(ren)機(ji)(ji)巡(xun)線,兩個人(ren)(ren)(ren)(ren)(ren)(ren)一(yi)天(tian)就(jiu)完成了(le)(le)原(yuan)來(lai)(lai)四個人(ren)(ren)(ren)(ren)(ren)(ren)一(yi)周的(de)(de)工(gong)(gong)作(zuo)(zuo)量(liang);氣動(dong)擋車(che)桿(gan)及(ji)報警裝置(zhi),解決了(le)(le)人(ren)(ren)(ren)(ren)(ren)(ren)工(gong)(gong)操(cao)作(zuo)(zuo)繁(fan)瑣、安(an)(an)(an)全(quan)無法保(bao)證的(de)(de)問題(ti);綜合(he)(he)自動(dong)化(hua)(hua)(hua)(hua)平臺(tai)的(de)(de)搭建(jian),實(shi)現(xian)了(le)(le)礦(kuang)(kuang)(kuang)井(jing)安(an)(an)(an)全(quan)數據(ju)(ju)即時化(hua)(hua)(hua)(hua)、生(sheng)產(chan)(chan)活動(dong)可(ke)視(shi)化(hua)(hua)(hua)(hua),保(bao)證了(le)(le)礦(kuang)(kuang)(kuang)井(jing)的(de)(de)安(an)(an)(an)全(quan)生(sheng)產(chan)(chan)。二(er)是注(zhu)(zhu)重(zhong)與(yu)現(xian)場(chang)實(shi)際相(xiang)結(jie)合(he)(he),加(jia)快(kuai)“ 智(zhi)(zhi)慧礦(kuang)(kuang)(kuang)井(jing)”建(jian)設,拓展安(an)(an)(an)全(quan)生(sheng)產(chan)(chan)“大(da)數據(ju)(ju)”應用(yong),用(yong)科技(ji)創新加(jia)快(kuai)“機(ji)(ji)器換(huan)人(ren)(ren)(ren)(ren)(ren)(ren)”,減輕員(yuan)工(gong)(gong)勞(lao)動(dong)強(qiang)度。今(jin)年五(wu)月份建(jian)成了(le)(le)龍(long)礦(kuang)(kuang)(kuang)集(ji)團首套薄(bo)煤層智(zhi)(zhi)能(neng)化(hua)(hua)(hua)(hua)工(gong)(gong)作(zuo)(zuo)面(mian)(mian)。生(sheng)產(chan)(chan)工(gong)(gong)序由原(yuan)來(lai)(lai)的(de)(de)2名司機(ji)(ji)跟(gen)機(ji)(ji)操(cao)作(zuo)(zuo)、3名支(zhi)架(jia)工(gong)(gong)分段跟(gen)機(ji)(ji)拉架(jia),變為(wei)2人(ren)(ren)(ren)(ren)(ren)(ren)工(gong)(gong)作(zuo)(zuo)面(mian)(mian)巡(xun)視(shi),比普通工(gong)(gong)作(zuo)(zuo)面(mian)(mian)減少(shao)(shao)(shao)9人(ren)(ren)(ren)(ren)(ren)(ren),正(zheng)常回(hui)(hui)采(cai)期(qi)(qi)間(jian)每班(ban)僅(jin)需要7人(ren)(ren)(ren)(ren)(ren)(ren),一(yi)天(tian)下(xia)來(lai)(lai)減少(shao)(shao)(shao)生(sheng)產(chan)(chan)和檢修人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)達18人(ren)(ren)(ren)(ren)(ren)(ren)。智(zhi)(zhi)能(neng)化(hua)(hua)(hua)(hua)開(kai)采(cai),改變了(le)(le)傳統(tong)煤炭開(kai)采(cai)方(fang)式,改變了(le)(le)煤礦(kuang)(kuang)(kuang)工(gong)(gong)人(ren)(ren)(ren)(ren)(ren)(ren)的(de)(de)心(xin)智(zhi)(zhi)模(mo)式,使他們(men)由過去的(de)(de)下(xia)井(jing)挖煤的(de)(de)“煤黑(hei)子”變成了(le)(le)現(xian)在(zai)坐在(zai)辦公室操(cao)作(zuo)(zuo)電腦的(de)(de)“文化(hua)(hua)(hua)(hua)人(ren)(ren)(ren)(ren)(ren)(ren)”,開(kai)啟龍(long)礦(kuang)(kuang)(kuang)集(ji)團智(zhi)(zhi)能(neng)化(hua)(hua)(hua)(hua)開(kai)采(cai)新時代。三是注(zhu)(zhu)重(zhong)與(yu)提(ti)(ti)質增效(xiao)(xiao)(xiao)相(xiang)結(jie)合(he)(he),實(shi)施“一(yi)提(ti)(ti)雙優”工(gong)(gong)程(cheng),推進(jin)(jin)礦(kuang)(kuang)(kuang)井(jing)裝備升級,優化(hua)(hua)(hua)(hua)生(sheng)產(chan)(chan)系(xi)統(tong),實(shi)現(xian)生(sheng)產(chan)(chan)方(fang)式變革。優化(hua)(hua)(hua)(hua)井(jing)下(xia)煤炭運(yun)輸系(xi)統(tong)后,7部膠帶機(ji)(ji)減為(wei)4部,運(yun)距縮短(duan)1.8公里,遠(yuan)期(qi)(qi)釋放效(xiao)(xiao)(xiao)益約2100萬元(yuan);優化(hua)(hua)(hua)(hua)重(zhong)復采(cai)動(dong)條件下(xia)高壓(ya)鐵塔區(qu)域(yu)的(de)(de)開(kai)采(cai)方(fang)案,使工(gong)(gong)作(zuo)(zuo)面(mian)(mian)增加(jia)儲量(liang)46萬噸(dun);優化(hua)(hua)(hua)(hua)二(er)采(cai)區(qu)11號煤聯合(he)(he)布置(zhi)增加(jia)儲量(liang)15.4萬噸(dun),遠(yuan)期(qi)(qi)釋放效(xiao)(xiao)(xiao)益約1640多(duo)(duo)萬元(yuan);優化(hua)(hua)(hua)(hua)13211采(cai)煤工(gong)(gong)藝,可(ke)多(duo)(duo)回(hui)(hui)收64萬噸(dun),增加(jia)效(xiao)(xiao)(xiao)益6400萬元(yuan)。膠帶機(ji)(ji)集(ji)控、變電所泵(beng)房無人(ren)(ren)(ren)(ren)(ren)(ren)值(zhi)守、薄(bo)煤層智(zhi)(zhi)能(neng)化(hua)(hua)(hua)(hua)工(gong)(gong)作(zuo)(zuo)面(mian)(mian)等一(yi)大(da)批“一(yi)提(ti)(ti)雙優”創新項(xiang)目已經落地,實(shi)現(xian)了(le)(le)井(jing)下(xia)膠帶機(ji)(ji)、泵(beng)房、變電所、地面(mian)(mian)煤場(chang)遠(yuan)程(cheng)遙(yao)控,減少(shao)(shao)(shao)崗位工(gong)(gong)29人(ren)(ren)(ren)(ren)(ren)(ren)。做(zuo)到了(le)(le)生(sheng)產(chan)(chan)管控可(ke)視(shi)化(hua)(hua)(hua)(hua),監測監控全(quan)息化(hua)(hua)(hua)(hua)、故障(zhang)診(zhen)斷智(zhi)(zhi)能(neng)化(hua)(hua)(hua)(hua)、礦(kuang)(kuang)(kuang)山開(kai)采(cai)智(zhi)(zhi)慧化(hua)(hua)(hua)(hua)。

推行精(jing)細化管理(li)(li),放大了企業管理(li)(li)效能,樹立了企業品牌,公(gong)司(si)先后被授予“國家一級安全生產標準化礦井”“特級安全高效礦井”,“忻州(zhou)市煤炭工作(zuo)先進集體”,“能源集團先進單位”、“集團公(gong)司(si)文明單位”、保(bao)德縣“五(wu)一”勞動獎狀等榮譽(yu)稱號。
