今年(nian)以來,肥礦集團以“四(si)個(ge)始終(zhong)堅持”為引領,將依法依規組織生(sheng)(sheng)產(chan)作為安全(quan)生(sheng)(sheng)產(chan)管理的一(yi)條鐵律,認真落實(shi)企業安全(quan)生(sheng)(sheng)產(chan)主體(ti)責任,持續推進“一(yi)提雙(shuang)優(you)”“雙(shuang)重預防”“雙(shuang)基”建設,安全(quan)生(sheng)(sheng)產(chan)活(huo)力得到激發,安全(quan)基礎持續鞏固(gu),實(shi)現(xian)了(le)安全(quan)生(sheng)(sheng)產(chan)。

一、解放思想、創新提升,奠定“四個始終堅持”引領地位

二、思想引領、卓越執行,夯實精細高效安全管控模式

“四個始終堅持”引領下的肥礦安全生產工作內涵豐(feng)富(fu),輔以上下思想統一、卓(zhuo)越執行,使(shi)其更(geng)具(ju)生命力、更(geng)富(fu)實效性。

(一)始終(zhong)堅持正確的(de)理念(nian)引(yin)領(ling)。在省(sheng)委省(sheng)政(zheng)府和能源集團領(ling)導下,肥礦(kuang)雖(sui)然通(tong)過改(gai)革重(zhong)組(zu)活了過來,但(dan)體量(liang)小、底(di)子薄(bo)、負擔重(zhong)、造血能力差、質(zhi)量(liang)標(biao)準化(hua)欠賬大(da)的(de)現(xian)狀并無質(zhi)的(de)改(gai)觀,肥礦(kuang)依然十分孱弱。尤其(qi)是(shi)安(an)(an)全(quan)(quan)生產上,更是(shi)出不得半(ban)點(dian)問(wen)題(ti),否則就是(shi)滅頂之(zhi)災(zai)、滅企之(zhi)災(zai)。面(mian)對這種(zhong)現(xian)狀,在安(an)(an)全(quan)(quan)生產上我(wo)們不搞(gao)花架子,不提(ti)大(da)口(kou)號(hao),不多講大(da)道理,而是(shi)系統講、反復(fu)講“安(an)(an)全(quan)(quan)是(shi)穩中(zhong)之(zhi)穩”“端(duan)安(an)(an)全(quan)(quan)碗(wan)、吃安(an)(an)全(quan)(quan)飯、掙安(an)(an)全(quan)(quan)錢”“安(an)(an)全(quan)(quan)是(shi)保(bao)家工(gong)(gong)程”等樸(pu)實(shi)、接地(di)氣的(de)安(an)(an)全(quan)(quan)理念(nian),并利(li)用近半(ban)年的(de)時(shi)間開(kai)展“安(an)(an)全(quan)(quan)是(shi)穩中(zhong)之(zhi)穩”系列思考,配發10篇評(ping)論(lun)文章,每篇一個專題(ti),引(yin)導職工(gong)(gong)深(shen)刻思考“怎么端(duan)穩安(an)(an)全(quan)(quan)碗(wan)、吃好安(an)(an)全(quan)(quan)飯、多掙安(an)(an)全(quan)(quan)錢”“怎么樹牢紅線意識、底(di)線思維”,把這些樸(pu)實(shi)的(de)安(an)(an)全(quan)(quan)理念(nian)化(hua)作員工(gong)(gong)群眾最真(zhen)實(shi)的(de)情(qing)感共鳴,成(cheng)為(wei)自(zi)覺行動。

(四)始終堅(jian)持(chi)(chi)從(cong)嚴(yan)(yan)(yan)從(cong)實(shi)(shi)久(jiu)久(jiu)為(wei)功(gong)。堅(jian)持(chi)(chi)黨管安(an)全(quan),落實(shi)(shi)“黨政同責(ze)(ze)、一(yi)崗(gang)雙責(ze)(ze)、齊抓(zhua)(zhua)(zhua)共管、失(shi)責(ze)(ze)追(zhui)責(ze)(ze)”安(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)責(ze)(ze)任體(ti)(ti)系,從(cong)嚴(yan)(yan)(yan)執行各層級各崗(gang)位(wei)安(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)責(ze)(ze)任制,管在(zai)日常、嚴(yan)(yan)(yan)在(zai)經(jing)常,常態(tai)化、反(fan)復抓(zhua)(zhua)(zhua)、抓(zhua)(zhua)(zhua)反(fan)復,做(zuo)到久(jiu)久(jiu)為(wei)功(gong)。一(yi)是(shi)按照(zhao)“穩中(zhong)求進、進中(zhong)求安(an)”工作總基調(diao),對(dui)多年(nian)來行之有效(xiao)的(de)安(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)工作制度予以(yi)固化,對(dui)安(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)“十(shi)個體(ti)(ti)系”“雙重預防”機制建(jian)設等有效(xiao)做(zuo)法予以(yi)繼承和完善。二是(shi)成立安(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)稽查(cha)(cha)小分隊,開(kai)展點穴(xue)式(shi)安(an)全(quan)稽查(cha)(cha),補短板、抓(zhua)(zhua)(zhua)“活魚”,解剖(pou)反(fan)面案例,倒追(zhui)倒查(cha)(cha)、向前追(zhui)溯(su),釋放嚴(yan)(yan)(yan)抓(zhua)(zhua)(zhua)安(an)全(quan)、持(chi)(chi)續從(cong)嚴(yan)(yan)(yan)的(de)鮮明信號。三是(shi)實(shi)(shi)施(shi)礦班子成員和安(an)監處管理人員安(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)履職量化考(kao)評(ping),分別規(gui)定26項、25項量化考(kao)評(ping)項目,每月(yue)對(dui)比分析、公開(kai)通(tong)報(bao)。四是(shi)開(kai)展會診式(shi)、幫(bang)扶式(shi)、準入式(shi)等特(te)色安(an)全(quan)檢查(cha)(cha),提高檢查(cha)(cha)的(de)針對(dui)性(xing)、實(shi)(shi)效(xiao)性(xing)。五是(shi)實(shi)(shi)施(shi)《安(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)通(tong)報(bao)》制度,突(tu)出(chu)主(zhu)責(ze)(ze)主(zhu)業和直接責(ze)(ze)任者,嚴(yan)(yan)(yan)格問題追(zhui)責(ze)(ze)考(kao)核;實(shi)(shi)施(shi)《安(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)聚焦(jiao)》制度,聚焦(jiao)內外部安(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)好經(jing)驗、好做(zuo)法,正向引導(dao),激發全(quan)員創新(xin)活力。

三、兼容并蓄、典型引領,有效激發企業安全發展新活力

今年(nian)(nian)(nian)以(yi)來(lai),肥(fei)(fei)(fei)礦(kuang)(kuang)在(zai)“四個(ge)(ge)始終堅持”引(yin)領下,對內苦(ku)練安全(quan)(quan)生(sheng)產(chan)(chan)(chan)管(guan)理內功,對外積極對標學習、自(zi)我(wo)(wo)提(ti)(ti)(ti)升(sheng),安全(quan)(quan)生(sheng)產(chan)(chan)(chan)工(gong)(gong)(gong)(gong)作(zuo)步入健(jian)康(kang)可持續發(fa)展“快車道”。一(yi)(yi)是(shi)“安全(quan)(quan)是(shi)穩中(zhong)之穩”成為(wei)企業共(gong)識。安全(quan)(quan)是(shi)最(zui)大的(de)政(zheng)治(zhi)、最(zui)大的(de)業績、最(zui)大的(de)效(xiao)(xiao)益、最(zui)好的(de)形(xing)象。年(nian)(nian)(nian)初(chu),肥(fei)(fei)(fei)礦(kuang)(kuang)下發(fa)的(de)第(di)一(yi)(yi)個(ge)(ge)文(wen)(wen)件就(jiu)是(shi)安全(quan)(quan)1號文(wen)(wen)件,召開的(de)第(di)一(yi)(yi)個(ge)(ge)大型(xing)會議就(jiu)是(shi)安全(quan)(quan)工(gong)(gong)(gong)(gong)作(zuo)會,研究(jiu)的(de)第(di)一(yi)(yi)個(ge)(ge)事(shi)項(xiang)就(jiu)是(shi)安全(quan)(quan)生(sheng)產(chan)(chan)(chan)工(gong)(gong)(gong)(gong)作(zuo)。通(tong)過上半年(nian)(nian)(nian)的(de)嚴抓嚴管(guan),有效(xiao)(xiao)杜(du)絕了(le)重(zhong)傷以(yi)上工(gong)(gong)(gong)(gong)傷事(shi)故。二是(shi)“掙(zheng)(zheng)錢就(jiu)掙(zheng)(zheng)安全(quan)(quan)工(gong)(gong)(gong)(gong)資(zi)”成為(wei)全(quan)(quan)員目標。今年(nian)(nian)(nian)以(yi)來(lai),集團層面(mian)累計下礦(kuang)(kuang)檢查(cha)(cha)1035人(ren)次(ci),與去(qu)(qu)年(nian)(nian)(nian)同(tong)(tong)期基本(ben)持平;查(cha)(cha)處(chu)違章547起,同(tong)(tong)比(bi)降(jiang)低12%;查(cha)(cha)處(chu)問題5162條,同(tong)(tong)比(bi)降(jiang)低36%;考(kao)核罰款(kuan)361622元,同(tong)(tong)比(bi)降(jiang)低64.2%。上級煤(mei)監部(bu)(bu)門(men)(men)、能源(yuan)管(guan)理部(bu)(bu)門(men)(men)、地方監管(guan)部(bu)(bu)門(men)(men)對肥(fei)(fei)(fei)礦(kuang)(kuang)總部(bu)(bu)及各礦(kuang)(kuang)執(zhi)法檢查(cha)(cha)46次(ci),檢查(cha)(cha)頻(pin)次(ci)同(tong)(tong)比(bi)增加(jia)50%,合(he)計行(xing)政(zheng)罰款(kuan)同(tong)(tong)比(bi)降(jiang)低11.4%。2019年(nian)(nian)(nian),在(zai)實(shi)現(xian)安全(quan)(quan)生(sheng)產(chan)(chan)(chan)前提(ti)(ti)(ti)下,我(wo)(wo)們(men)將力爭在(zai)崗職工(gong)(gong)(gong)(gong)年(nian)(nian)(nian)人(ren)均工(gong)(gong)(gong)(gong)資(zi)9.2萬元、增幅12%以(yi)上,其中(zhong)采(cai)掘職工(gong)(gong)(gong)(gong)力爭達到月(yue)(yue)均工(gong)(gong)(gong)(gong)資(zi)過萬元。三(san)是(shi)“一(yi)(yi)提(ti)(ti)(ti)雙優(you)增雙效(xiao)(xiao)”成為(wei)生(sheng)產(chan)(chan)(chan)自(zi)覺。上半年(nian)(nian)(nian),肥(fei)(fei)(fei)礦(kuang)(kuang)整體(ti)回采(cai)工(gong)(gong)(gong)(gong)效(xiao)(xiao)同(tong)(tong)比(bi)提(ti)(ti)(ti)升(sheng)6.3%,掘進(jin)工(gong)(gong)(gong)(gong)效(xiao)(xiao)同(tong)(tong)比(bi)提(ti)(ti)(ti)升(sheng)8.05%;去(qu)(qu)年(nian)(nian)(nian)10月(yue)(yue)投產(chan)(chan)(chan)、今年(nian)(nian)(nian)3月(yue)(yue)停采(cai)的(de)白莊(zhuang)煤(mei)礦(kuang)(kuang)9802薄煤(mei)層智能化(hua)高(gao)效(xiao)(xiao)綜采(cai)工(gong)(gong)(gong)(gong)作(zuo)面(mian),直接工(gong)(gong)(gong)(gong)每班減(jian)少7人(ren),人(ren)均工(gong)(gong)(gong)(gong)效(xiao)(xiao)增幅87.3%,每月(yue)(yue)減(jian)少人(ren)工(gong)(gong)(gong)(gong)成本(ben)16.6萬元,顯(xian)示(shi)出“一(yi)(yi)提(ti)(ti)(ti)雙優(you)”的(de)巨大威力。目前,梁寶寺煤(mei)礦(kuang)(kuang)大采(cai)高(gao)綜放智能化(hua)工(gong)(gong)(gong)(gong)作(zuo)面(mian)已安裝(zhuang)完畢,正組織試運(yun)行(xing)。6月(yue)(yue)28日,我(wo)(wo)們(men)在(zai)陳蠻莊(zhuang)煤(mei)礦(kuang)(kuang)召開了(le)標準(zhun)化(hua)暨(ji)“雙效(xiao)(xiao)”提(ti)(ti)(ti)升(sheng)推(tui)進(jin)會,效(xiao)(xiao)果良好。
