“四個(ge)始(shi)終堅持(chi)”引領(ling)下(xia)的肥礦安全生產工(gong)作(zuo)內涵豐(feng)富(fu),輔以上下(xia)思想統(tong)一、卓越執行,使(shi)其更具生命(ming)力(li)、更富(fu)實(shi)效(xiao)性。
(一)始終堅持正確的理(li)(li)(li)念引領。在省委省政府(fu)和能源(yuan)集團領導(dao)下(xia),肥(fei)礦雖然通過(guo)改(gai)革重(zhong)組活了過(guo)來(lai),但體量小、底(di)子(zi)薄、負擔重(zhong)、造血(xue)能力(li)差、質量標準化欠賬大的現狀(zhuang)并(bing)無質的改(gai)觀,肥(fei)礦依然十(shi)分孱弱(ruo)。尤其是安(an)(an)(an)(an)全生產上,更是出不得半(ban)(ban)點問(wen)題,否則就是滅頂(ding)之災(zai)、滅企之災(zai)。面對這(zhe)種(zhong)現狀(zhuang),在安(an)(an)(an)(an)全生產上我(wo)們不搞花架子(zi),不提大口號,不多講(jiang)(jiang)大道理(li)(li)(li),而是系統講(jiang)(jiang)、反復講(jiang)(jiang)“安(an)(an)(an)(an)全是穩(wen)(wen)中之穩(wen)(wen)”“端安(an)(an)(an)(an)全碗(wan)、吃安(an)(an)(an)(an)全飯、掙(zheng)安(an)(an)(an)(an)全錢(qian)”“安(an)(an)(an)(an)全是保(bao)家工程”等樸實、接(jie)地氣的安(an)(an)(an)(an)全理(li)(li)(li)念,并(bing)利用近半(ban)(ban)年的時間開展“安(an)(an)(an)(an)全是穩(wen)(wen)中之穩(wen)(wen)”系列思考,配發(fa)10篇評論文章,每篇一個專題,引導(dao)職工深(shen)刻思考“怎么端穩(wen)(wen)安(an)(an)(an)(an)全碗(wan)、吃好安(an)(an)(an)(an)全飯、多掙(zheng)安(an)(an)(an)(an)全錢(qian)”“怎么樹牢紅線意識、底(di)線思維”,把這(zhe)些(xie)樸實的安(an)(an)(an)(an)全理(li)(li)(li)念化作員工群眾最真(zhen)實的情(qing)感共鳴,成(cheng)為自覺行動。

(四)始(shi)終堅持(chi)從(cong)(cong)嚴從(cong)(cong)實久久為(wei)功。堅持(chi)黨管安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan),落實“黨政(zheng)同責(ze)(ze)(ze)、一崗雙(shuang)責(ze)(ze)(ze)、齊抓(zhua)(zhua)共管、失責(ze)(ze)(ze)追(zhui)責(ze)(ze)(ze)”安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)責(ze)(ze)(ze)任體系,從(cong)(cong)嚴執(zhi)行各層級各崗位安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)責(ze)(ze)(ze)任制(zhi)(zhi)(zhi),管在日常(chang)、嚴在經常(chang),常(chang)態化(hua)(hua)(hua)、反(fan)復抓(zhua)(zhua)、抓(zhua)(zhua)反(fan)復,做到久久為(wei)功。一是(shi)按照“穩中求進、進中求安(an)(an)(an)(an)”工作總基(ji)調,對(dui)(dui)多年來行之(zhi)有(you)效的安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)工作制(zhi)(zhi)(zhi)度予(yu)以(yi)固化(hua)(hua)(hua),對(dui)(dui)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)“十個(ge)體系”“雙(shuang)重預防”機制(zhi)(zhi)(zhi)建設(she)等有(you)效做法予(yu)以(yi)繼承和完善。二是(shi)成(cheng)立安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)稽查(cha)小分(fen)隊,開展(zhan)點(dian)穴式(shi)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)稽查(cha),補短板(ban)、抓(zhua)(zhua)“活魚”,解剖反(fan)面案例,倒追(zhui)倒查(cha)、向前追(zhui)溯(su),釋放嚴抓(zhua)(zhua)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)、持(chi)續從(cong)(cong)嚴的鮮(xian)明信號。三是(shi)實施(shi)礦班子成(cheng)員和安(an)(an)(an)(an)監處(chu)管理人員安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)履職量化(hua)(hua)(hua)考評,分(fen)別規定26項、25項量化(hua)(hua)(hua)考評項目,每月對(dui)(dui)比分(fen)析、公開通(tong)報。四是(shi)開展(zhan)會診式(shi)、幫扶式(shi)、準(zhun)入(ru)式(shi)等特色安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)檢(jian)查(cha),提高檢(jian)查(cha)的針(zhen)對(dui)(dui)性(xing)、實效性(xing)。五是(shi)實施(shi)《安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)通(tong)報》制(zhi)(zhi)(zhi)度,突出主責(ze)(ze)(ze)主業和直接責(ze)(ze)(ze)任者,嚴格問(wen)題追(zhui)責(ze)(ze)(ze)考核;實施(shi)《安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)聚焦》制(zhi)(zhi)(zhi)度,聚焦內外部安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)好(hao)經驗、好(hao)做法,正向引導,激發全(quan)(quan)(quan)(quan)(quan)員創新(xin)活力。
三、兼容并蓄、典型引領,有效激發企業安全發展新活力
今年(nian)(nian)(nian)以(yi)(yi)來(lai),肥礦(kuang)(kuang)(kuang)在(zai)(zai)“四個(ge)始終堅持”引(yin)領下(xia),對(dui)內(nei)苦(ku)練安(an)全(quan)(quan)生(sheng)產(chan)管理內(nei)功(gong),對(dui)外積極對(dui)標(biao)(biao)學習、自我提升(sheng),安(an)全(quan)(quan)生(sheng)產(chan)工(gong)(gong)作(zuo)(zuo)步入健(jian)康(kang)可持續(xu)發(fa)展“快車道(dao)”。一(yi)是(shi)(shi)“安(an)全(quan)(quan)是(shi)(shi)穩中(zhong)之穩”成(cheng)為企(qi)業(ye)(ye)共識。安(an)全(quan)(quan)是(shi)(shi)最大(da)(da)的(de)(de)政治、最大(da)(da)的(de)(de)業(ye)(ye)績、最大(da)(da)的(de)(de)效(xiao)(xiao)(xiao)(xiao)益、最好的(de)(de)形象。年(nian)(nian)(nian)初(chu),肥礦(kuang)(kuang)(kuang)下(xia)發(fa)的(de)(de)第(di)一(yi)個(ge)文件就是(shi)(shi)安(an)全(quan)(quan)1號文件,召(zhao)開的(de)(de)第(di)一(yi)個(ge)大(da)(da)型會議就是(shi)(shi)安(an)全(quan)(quan)工(gong)(gong)作(zuo)(zuo)會,研究的(de)(de)第(di)一(yi)個(ge)事(shi)項就是(shi)(shi)安(an)全(quan)(quan)生(sheng)產(chan)工(gong)(gong)作(zuo)(zuo)。通過上(shang)半年(nian)(nian)(nian)的(de)(de)嚴抓嚴管,有效(xiao)(xiao)(xiao)(xiao)杜絕了(le)重傷以(yi)(yi)上(shang)工(gong)(gong)傷事(shi)故。二是(shi)(shi)“掙(zheng)錢就掙(zheng)安(an)全(quan)(quan)工(gong)(gong)資”成(cheng)為全(quan)(quan)員(yuan)目(mu)標(biao)(biao)。今年(nian)(nian)(nian)以(yi)(yi)來(lai),集團(tuan)層面(mian)累計下(xia)礦(kuang)(kuang)(kuang)檢查(cha)(cha)1035人次,與去年(nian)(nian)(nian)同(tong)期基本持平;查(cha)(cha)處(chu)(chu)違(wei)章547起,同(tong)比(bi)(bi)降(jiang)低(di)12%;查(cha)(cha)處(chu)(chu)問題(ti)5162條,同(tong)比(bi)(bi)降(jiang)低(di)36%;考核罰(fa)款(kuan)361622元,同(tong)比(bi)(bi)降(jiang)低(di)64.2%。上(shang)級(ji)煤(mei)(mei)監部門、能源(yuan)管理部門、地方監管部門對(dui)肥礦(kuang)(kuang)(kuang)總部及各礦(kuang)(kuang)(kuang)執法檢查(cha)(cha)46次,檢查(cha)(cha)頻次同(tong)比(bi)(bi)增加50%,合(he)計行(xing)政罰(fa)款(kuan)同(tong)比(bi)(bi)降(jiang)低(di)11.4%。2019年(nian)(nian)(nian),在(zai)(zai)實現(xian)安(an)全(quan)(quan)生(sheng)產(chan)前提下(xia),我們將力爭(zheng)在(zai)(zai)崗職工(gong)(gong)年(nian)(nian)(nian)人均工(gong)(gong)資9.2萬元、增幅12%以(yi)(yi)上(shang),其(qi)中(zhong)采(cai)掘(jue)(jue)職工(gong)(gong)力爭(zheng)達到月均工(gong)(gong)資過萬元。三是(shi)(shi)“一(yi)提雙優(you)增雙效(xiao)(xiao)(xiao)(xiao)”成(cheng)為生(sheng)產(chan)自覺。上(shang)半年(nian)(nian)(nian),肥礦(kuang)(kuang)(kuang)整體回采(cai)工(gong)(gong)效(xiao)(xiao)(xiao)(xiao)同(tong)比(bi)(bi)提升(sheng)6.3%,掘(jue)(jue)進工(gong)(gong)效(xiao)(xiao)(xiao)(xiao)同(tong)比(bi)(bi)提升(sheng)8.05%;去年(nian)(nian)(nian)10月投產(chan)、今年(nian)(nian)(nian)3月停采(cai)的(de)(de)白(bai)莊煤(mei)(mei)礦(kuang)(kuang)(kuang)9802薄煤(mei)(mei)層智(zhi)能化(hua)高(gao)效(xiao)(xiao)(xiao)(xiao)綜(zong)(zong)采(cai)工(gong)(gong)作(zuo)(zuo)面(mian),直接工(gong)(gong)每班減少7人,人均工(gong)(gong)效(xiao)(xiao)(xiao)(xiao)增幅87.3%,每月減少人工(gong)(gong)成(cheng)本16.6萬元,顯示(shi)出“一(yi)提雙優(you)”的(de)(de)巨大(da)(da)威力。目(mu)前,梁寶寺煤(mei)(mei)礦(kuang)(kuang)(kuang)大(da)(da)采(cai)高(gao)綜(zong)(zong)放智(zhi)能化(hua)工(gong)(gong)作(zuo)(zuo)面(mian)已安(an)裝(zhuang)完(wan)畢,正(zheng)組(zu)織(zhi)試運行(xing)。6月28日,我們在(zai)(zai)陳蠻莊煤(mei)(mei)礦(kuang)(kuang)(kuang)召(zhao)開了(le)標(biao)(biao)準化(hua)暨“雙效(xiao)(xiao)(xiao)(xiao)”提升(sheng)推進會,效(xiao)(xiao)(xiao)(xiao)果良好。
