二、思想引領、卓越執行,夯實精細高效安全管控模式
“四個(ge)始終堅持”引(yin)領(ling)下的肥礦安(an)全生產工作內涵(han)豐富,輔以上下思想統一、卓越執行,使其更具生命力(li)、更富實效(xiao)性。
(一(yi))始終堅(jian)持正確(que)的理(li)念(nian)引領。在(zai)省委省政府和(he)能源(yuan)集(ji)團領導下,肥礦雖(sui)然通過改革重組活了(le)過來,但體量小、底(di)子薄、負擔重、造(zao)血能力差、質量標(biao)準化欠賬大的現狀(zhuang)并(bing)無質的改觀,肥礦依然十分孱弱。尤其是(shi)安(an)(an)(an)全(quan)生產(chan)上(shang),更(geng)是(shi)出(chu)不得半(ban)(ban)點問題(ti),否則就是(shi)滅(mie)頂之(zhi)災、滅(mie)企之(zhi)災。面(mian)對(dui)這(zhe)種現狀(zhuang),在(zai)安(an)(an)(an)全(quan)生產(chan)上(shang)我們不搞花架子,不提大口號,不多(duo)講(jiang)(jiang)大道理(li),而(er)是(shi)系(xi)統講(jiang)(jiang)、反復講(jiang)(jiang)“安(an)(an)(an)全(quan)是(shi)穩中(zhong)之(zhi)穩”“端安(an)(an)(an)全(quan)碗、吃(chi)安(an)(an)(an)全(quan)飯(fan)、掙安(an)(an)(an)全(quan)錢”“安(an)(an)(an)全(quan)是(shi)保家工程(cheng)”等樸實(shi)、接地氣的安(an)(an)(an)全(quan)理(li)念(nian),并(bing)利用近半(ban)(ban)年的時(shi)間(jian)開展“安(an)(an)(an)全(quan)是(shi)穩中(zhong)之(zhi)穩”系(xi)列思(si)考,配發(fa)10篇評論文章,每篇一(yi)個專(zhuan)題(ti),引導職工深刻(ke)思(si)考“怎么端穩安(an)(an)(an)全(quan)碗、吃(chi)好安(an)(an)(an)全(quan)飯(fan)、多(duo)掙安(an)(an)(an)全(quan)錢”“怎么樹牢(lao)紅線意識、底(di)線思(si)維(wei)”,把這(zhe)些樸實(shi)的安(an)(an)(an)全(quan)理(li)念(nian)化作員工群(qun)眾(zhong)最(zui)真(zhen)實(shi)的情感(gan)共鳴,成(cheng)為自覺行動(dong)。

(四)始終堅持從嚴(yan)從實久(jiu)久(jiu)為功。堅持黨(dang)管安(an)全(quan)(quan)(quan)(quan),落實“黨(dang)政同責、一(yi)崗雙責、齊抓共(gong)管、失(shi)責追(zhui)責”安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)責任體系,從嚴(yan)執行各(ge)層級各(ge)崗位安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)責任制(zhi),管在日常(chang)、嚴(yan)在經常(chang),常(chang)態(tai)化、反復抓、抓反復,做(zuo)到久(jiu)久(jiu)為功。一(yi)是按照“穩中求進、進中求安(an)”工作總基調(diao),對(dui)多年來行之有效(xiao)(xiao)的(de)安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)工作制(zhi)度予以固(gu)化,對(dui)安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)“十個體系”“雙重預(yu)防”機制(zhi)建設等(deng)有效(xiao)(xiao)做(zuo)法予以繼承和(he)完善。二是成(cheng)(cheng)立安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)稽(ji)查小分隊,開(kai)展點穴式安(an)全(quan)(quan)(quan)(quan)稽(ji)查,補短板、抓“活魚”,解剖反面案(an)例(li),倒追(zhui)倒查、向前追(zhui)溯(su),釋放嚴(yan)抓安(an)全(quan)(quan)(quan)(quan)、持續從嚴(yan)的(de)鮮(xian)明(ming)信號(hao)。三是實施礦班子成(cheng)(cheng)員和(he)安(an)監處管理人員安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)履職量(liang)化考評,分別規定26項(xiang)、25項(xiang)量(liang)化考評項(xiang)目(mu),每月對(dui)比分析、公開(kai)通(tong)報(bao)。四是開(kai)展會診(zhen)式、幫扶(fu)式、準入式等(deng)特色安(an)全(quan)(quan)(quan)(quan)檢(jian)查,提高檢(jian)查的(de)針(zhen)對(dui)性、實效(xiao)(xiao)性。五(wu)是實施《安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)通(tong)報(bao)》制(zhi)度,突出主責主業(ye)和(he)直接責任者,嚴(yan)格問題追(zhui)責考核;實施《安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)聚焦》制(zhi)度,聚焦內外(wai)部安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)好經驗、好做(zuo)法,正向引導,激(ji)發全(quan)(quan)(quan)(quan)員創新活力(li)。
三、兼容并蓄、典型引領,有效激發企業安全發展新活力
今(jin)年(nian)(nian)以來,肥(fei)礦(kuang)在(zai)“四(si)個始終堅持”引領下,對(dui)(dui)內苦(ku)練(lian)安全(quan)(quan)生(sheng)(sheng)產(chan)(chan)管理內功,對(dui)(dui)外積(ji)極對(dui)(dui)標學(xue)習、自(zi)我提(ti)(ti)(ti)(ti)升(sheng)(sheng),安全(quan)(quan)生(sheng)(sheng)產(chan)(chan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)步入健康可持續發(fa)展“快車道”。一是(shi)(shi)“安全(quan)(quan)是(shi)(shi)穩中(zhong)之(zhi)穩”成(cheng)(cheng)為企業共識。安全(quan)(quan)是(shi)(shi)最(zui)大的(de)政(zheng)治、最(zui)大的(de)業績、最(zui)大的(de)效(xiao)(xiao)益(yi)、最(zui)好的(de)形象。年(nian)(nian)初,肥(fei)礦(kuang)下發(fa)的(de)第(di)(di)一個文(wen)件就是(shi)(shi)安全(quan)(quan)1號文(wen)件,召(zhao)開的(de)第(di)(di)一個大型會議就是(shi)(shi)安全(quan)(quan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)會,研究的(de)第(di)(di)一個事項就是(shi)(shi)安全(quan)(quan)生(sheng)(sheng)產(chan)(chan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)。通過上半(ban)年(nian)(nian)的(de)嚴抓嚴管,有效(xiao)(xiao)杜絕了(le)重傷以上工(gong)(gong)(gong)(gong)(gong)傷事故。二是(shi)(shi)“掙錢就掙安全(quan)(quan)工(gong)(gong)(gong)(gong)(gong)資(zi)”成(cheng)(cheng)為全(quan)(quan)員目(mu)標。今(jin)年(nian)(nian)以來,集(ji)團層面(mian)累計(ji)(ji)下礦(kuang)檢(jian)查1035人次,與去(qu)年(nian)(nian)同(tong)(tong)期基(ji)本持平;查處違章547起,同(tong)(tong)比(bi)(bi)降(jiang)低(di)12%;查處問題(ti)5162條,同(tong)(tong)比(bi)(bi)降(jiang)低(di)36%;考(kao)核罰款361622元(yuan)(yuan),同(tong)(tong)比(bi)(bi)降(jiang)低(di)64.2%。上級煤(mei)(mei)(mei)監部(bu)門、能源管理部(bu)門、地方監管部(bu)門對(dui)(dui)肥(fei)礦(kuang)總部(bu)及各礦(kuang)執法(fa)檢(jian)查46次,檢(jian)查頻次同(tong)(tong)比(bi)(bi)增(zeng)(zeng)加50%,合計(ji)(ji)行(xing)(xing)政(zheng)罰款同(tong)(tong)比(bi)(bi)降(jiang)低(di)11.4%。2019年(nian)(nian),在(zai)實現安全(quan)(quan)生(sheng)(sheng)產(chan)(chan)前(qian)提(ti)(ti)(ti)(ti)下,我們(men)將力(li)爭在(zai)崗職工(gong)(gong)(gong)(gong)(gong)年(nian)(nian)人均工(gong)(gong)(gong)(gong)(gong)資(zi)9.2萬元(yuan)(yuan)、增(zeng)(zeng)幅12%以上,其中(zhong)采(cai)掘(jue)職工(gong)(gong)(gong)(gong)(gong)力(li)爭達(da)到月(yue)(yue)均工(gong)(gong)(gong)(gong)(gong)資(zi)過萬元(yuan)(yuan)。三是(shi)(shi)“一提(ti)(ti)(ti)(ti)雙優(you)增(zeng)(zeng)雙效(xiao)(xiao)”成(cheng)(cheng)為生(sheng)(sheng)產(chan)(chan)自(zi)覺。上半(ban)年(nian)(nian),肥(fei)礦(kuang)整體(ti)回采(cai)工(gong)(gong)(gong)(gong)(gong)效(xiao)(xiao)同(tong)(tong)比(bi)(bi)提(ti)(ti)(ti)(ti)升(sheng)(sheng)6.3%,掘(jue)進工(gong)(gong)(gong)(gong)(gong)效(xiao)(xiao)同(tong)(tong)比(bi)(bi)提(ti)(ti)(ti)(ti)升(sheng)(sheng)8.05%;去(qu)年(nian)(nian)10月(yue)(yue)投產(chan)(chan)、今(jin)年(nian)(nian)3月(yue)(yue)停采(cai)的(de)白(bai)莊煤(mei)(mei)(mei)礦(kuang)9802薄煤(mei)(mei)(mei)層智能化(hua)高效(xiao)(xiao)綜采(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)面(mian),直接工(gong)(gong)(gong)(gong)(gong)每(mei)班減少(shao)7人,人均工(gong)(gong)(gong)(gong)(gong)效(xiao)(xiao)增(zeng)(zeng)幅87.3%,每(mei)月(yue)(yue)減少(shao)人工(gong)(gong)(gong)(gong)(gong)成(cheng)(cheng)本16.6萬元(yuan)(yuan),顯(xian)示出(chu)“一提(ti)(ti)(ti)(ti)雙優(you)”的(de)巨大威力(li)。目(mu)前(qian),梁寶寺(si)煤(mei)(mei)(mei)礦(kuang)大采(cai)高綜放(fang)智能化(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)面(mian)已(yi)安裝(zhuang)完畢,正組織(zhi)試運行(xing)(xing)。6月(yue)(yue)28日,我們(men)在(zai)陳蠻莊煤(mei)(mei)(mei)礦(kuang)召(zhao)開了(le)標準(zhun)化(hua)暨(ji)“雙效(xiao)(xiao)”提(ti)(ti)(ti)(ti)升(sheng)(sheng)推(tui)進會,效(xiao)(xiao)果良好。
